Will the Minister of PANCHAYATIRAJ be pleased to State:
a) the percentageof Gram Panchayats onboardedontothe e-Gram Swarajportal;
b) whether the real-time accounting andwork monitoring modules are operational in all
States;
c) if so, the detailsregardingtheir operation;
d) whether integrationwith the PublicFinancialManagement System (PFMS)andother
centraldatabaseshasled toanimprovementinfinancialtransparency; and
e) if so, the detailsof the improvements inthisregard?

(a) to (c)The e-Gram Swarajisa simplified work-based accountingapplication developedby
the Ministry of Panchayati Raj and is operational across all States for planning, accounting
and monitoring of works undertaken by Gram Panchayats. During the current FY 2025–26,
out of a total of 2,58,730 Gram Panchayats, 2,52,742 (97.68%) Gram Panchayats have been
onboarded onthe e-Gram Swarajplatform.Atpresent, 5,988GramPanchayatsandequivalent
have not been onboarded on the e-Gram Swaraj platform, as some Traditional Local Bodies
(TLBs) of the North-Eastern Regions, have not been onboarded on the platform, some Gram
Panchayats have ceased to exist following delimitation by the State Governments and some
have not been onboarded due to some technical and operational reasons. The State-wise
adoptionstatusofe-Gram Swarajisprovidedat Annexure.
(d) to (e)Yes, Sir.e-Gram Swaraj has been integratedwith the Public Financial Management
System (PFMS) for the payments. Integration has improved transparency and accountability
in Panchayat finances by enabling real-time payments to vendors and service providers, end-
to-end tracking of fund flow and online availability of financial data. Since the integration,
more thanRs. 3,00,000 Crores of payment has beenmade through the e-Gram Swaraj–PFMS
interface. In the Financial Year, 2025-26, (as on 18.03.2026), out of a total of 2,58,730 Gram
Panchayats, 2,44,175 Gram Panchayats and equivalent (94.37%) have made payments
amountingto ₹39,440crore through the e-Gram SwarajPFMSinterface.
