GOVERNMENT OF INDIA MINISTRYOF PANCHAYATIRAJ LOK SABHA UNSTARREDQUESTION NO. 4134 ANSWEREDON- 17.03.2026 ELECTIONS IN PANCHAYATS, PANCHAYATUNIONS AND DISTRICTBOARDS 4134.DR.THIRUMAAVALAVAN THOLKAPPIYAN: Will the Minister of PANCHAYATI RAJ be pleasedtostate: (a) whether regular elections are conductedstrictly every five yearsin Panchayats, Panchayat Unions andDistrict Boards; (b) if not, the details may be given with the reason for the delay in conducting the elections, State-wise; (c) whether the Government has any plan to conduct elections to the above three bodies simultaneously throughout the nation, underthe conceptof “One Nation, One Election”; and (d) if so, the detailsthereof? ANSWER THE MINISTER OF PANCHAYATI RAJ (SHRIRAJIVRANJAN SINGH) (a) to (b) ) “Panchayat”, being “Local Government”, is a State subject and part of State List of Seventh Schedule of the Constitution of India. Panchayats are set up and operate through the respective State Panchayati Raj Acts. States have made their own Panchayati Raj Acts, subject to the provisions of the Constitution. Thus, all Panchayat related work, including regular election of Panchayats as mandated under Article 243E of the Constitution, comeswithin the purviewof the State Government concerned.
