ELECTRIFIED VILLAGES IN RAJASTHAN

Will the Minister of POWER
be pleased to state:
(a) the total number of villages declared electrified by the Government in the
country so far along with the district-wise details for the State of Rajasthan
particularly regarding the status of backward areas;
(b) whether the Government has conducted any survey or inquiry in such
declared electrified villages to ascertain families/households still without an
electricity connection despite the presence of electricity poles, transformers
or sub-stations, if so, the details thereof and if not, the reasons therefor;
(c) the concrete steps being taken by the Government to ensure that the
electricity reaches every household in those villages where some families are
still without power; and
(d) whether the Government proposes to initiate any inquiry and verification
mechanism in this regard so that electrification on paper translates into
electricity actually reaching households and if so, the details thereof including
timeline for the same?

(a) to (d): Electricity being a concurrent subject, supply and distribution of
electricity to all consumers is within the purview of the respective State
Government/ distribution utility. Government of India (GoI) has been
supplementing the efforts of the States through various schemes to help
achieve the objective of providing quality and reliable supply of power to all
consumers.
As reported by the States/ UTs, all the inhabited un-electrified census
villages in the country have been electrified. A total of 18,374 villages were
electrified under Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) launched
in 2014, including 427 villages in the State of Rajasthan (District wise details
enclosed at Annexure-I). Under DDUGJY and thereafter during Pradhan Mantri
Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) launched in October, 2017, all willing
households as reported by the States/ UTs were electrified. A total of 2.86 crore
households were electrified during SAUBHAGYA period including 21,27,728
households in the State of Rajasthan. Both the schemes stand closed as on
31.03.2022.Under ongoing Revamped Distribution Sector Scheme (RDSS) launched in
2021, grid electrification works amounting to Rs. 6,521 crore have been
sanctioned for 13.65 lakh households, based on proposal submitted by the
States post survey, including works for electrification of households belonging
to Particularly Vulnerable Tribal Group (PVTG) identified under Pradhan Mantri
Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), tribal households under DA-
JGUA (Dharti Aaba Janjatiya Gram Utkarsh Abhiyan), households belonging to
Scheduled Caste (SC) under Pradhan Mantri Anusuchit Jaati Abhyuday Yojana
(PM-AJAY) and households in remote & border areas under Vibrant Villages
Program (VVP), wherever found feasible (state-wise details are at Annexure–II).
This includes Rs 1,765 crore sanctioned for electrification of 4.39 lakh
households in the state of Rajasthan. Out of the sanction at country level, a
total of 4.87 lakh households have been electrified till date including
approximately 1.31 lakh households in the State of Rajasthan (District wise
details are enclosed at Annexure-III).
Government of India is taking all necessary steps to support States for
electrification of all households. Since most of the left-out households are in
remote, hilly and forest areas, the norms for electrification under RDSS were
relaxed and the ceiling limit for cost of electrification was enhanced. Grid based
electrification works have been sanctioned under RDSS wherever found
feasible as per the revised norms, based on proposals submitted by the States.
Further, Ministry of New and Renewable Energy (MNRE) is implementing
the New Solar Power Scheme (for PVTG and Tribal Habitations/Villages) under
PM-JANMAN and DAJGUA which includes electrification of un-electrified
households (HHs) in PVTG and Tribal habitations/villages in identified tribal
habitations/villages through off-grid solar systems; where electricity supply
through grid is not techno-economically feasible.
Under this scheme, as on 30.06.2026, 11,838 households have been
electrified through solar off-grid systems in ten states. State-wise details are
placed at Annexure-IV.
