PRABHA MALLIKARJUN: Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: (a) the total number of projects approved under the Electronics Manufacturing Clusters (EMC 2.0) Scheme since its launch along with their current status, State-wise; (b) the total investment attracted and number of jobs created through these EMCs particularly in the States of Karnataka, Tamil Nadu and Uttar Pradesh; (c) whether the Government has identified challenges in land acquisition, infrastructure readiness or investor interest that have delayed cluster completion; (d) whether the Government proposes to align the EMC scheme with the Semicon India Mission and Production Linked Incentive (PLI) Schemes to create integrated semiconductor and component ecosystems; and (e) the steps taken by the Government to ensure that smaller cities including Tier-2 districts like Davangere are considered for inclusion in future phases of the scheme to decentralize electronics manufacturing? ANSWER MINISTER OF STATE FOR ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA) (a) to (e): MeitY notified the Modified Electronics Manufacturing Clusters (EMC 2.0) Scheme in April 2020 with the objective to build world class electronics manufacturing infrastructure in India. The scheme would attract investments, strengthen the supply chain, create jobs and boost ESDM sector by providing financial support for setting up of dedicated clusters with shared infrastructure facilities and amenities including ready industrial plots and Ready Built Factory (RBF) sheds / Plug-and-Play facilities. Under the Scheme, 13 projects (11 EMCs and 2 CFCs) have been approved across 10 States including 2 EMCs in Karnataka, 2 EMCs in Tamil Nadu and 1 EMC in Uttar Pradesh. These EMCs cover an area of 4,399.68 acres, with a total project cost of INR 5,226.49 crore, including Central Financial Assistance of INR 2,492.74 crore. These projects have a projected investment of INR 1,46,846 crore and an estimated employment potential of about 1.73 lakh jobs. As on date, investments amounting to INR 10,915.84 crore have been mobilised, resulting in the generation of 13,682 jobs.Further, 8 EMCs are being established in Tier-2 and Tier-3 locations, contributing to the decentralisation of electronics manufacturing. The details of EMC projects is placed at Annexure-I. An Impact Assessment of the EMC 2.0 Scheme was done by the National Institute for Micro, Small and Medium Enterprises under the Ministry of MSME. Recommendations provided in the report have been taken up by MeitY in coordination with State Governments and Project Implementing Agencies. The Government of India has adopted a well-thought strategy to position India as a global hub for electronics manufacturing. This strategy is implemented through a coordinated and integrated policy framework comprising initiatives such as the Semicon India Mission, the Production Linked Incentive (PLI) Scheme, and the Electronics Manufacturing Clusters (EMC) Scheme, aimed at developing an integrated ecosystem for semiconductor and electronic component manufacturing The EMC Scheme focuses on providing world-class infrastructure to create an enabling environment and enhance global competitiveness, while the Semicon India Mission and PLI Schemes incentivize manufacturing and investments. Therefore these schemes complement each other to provide necessary infrastructure as well as fiscal support for the operations. Collectively, these initiatives seek to enhance domestic value addition, strengthen supply chains, and establish India as a global hub for electronics and semiconductor manufacturing.
