ELIGIBILITY FOR PM-KISAN

Will the Minister of Agriculture and Farmers Welfare कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी
be pleased to state:
(a) whether the Government is aware that many eligible farmers who became
independent landholders after 1 January 2019 due to family partition, inheritance or
division of land are deprived of the benefits of the Pradhan Mantri Kisan Samman Nidhi
(PM-KISAN) Scheme;
(b) if so, the number of such farmers, State-wise;
(c) whether the Government proposes to relax the cut-off date for eligibility or make
special provisions to include such eligible farmers in the scheme; and
(d) if so, the steps being taken by the Government to provide assistance including
arrears to such farmers?
ANSWER

(a) & (b) As per the operational guidelines of the PM-KISAN Scheme, The cut-off date
for determination of eligibility of beneficiaries under the scheme is 01.02.2019. Further,
in cases where there is change in ownership of land subsequent to 01.02.2019 due to
inheritance resulting out of death of the land owner, the family of the successors would
be entitled to the benefits, if otherwise eligible as per scheme guidelines.
Under the PM-KISAN Scheme, land seeding, Aadhaar linking with bank
accounts and eKYC of the eligible beneficiaries have been made mandatory over the
period to make the service delivery more efficient and transparent. The fulfilment of
mandatory requirements by farmers and their validations is an essential condition to
qualify as beneficiary and receive the benefits under the scheme. The States/UTs are
mandated to enroll the beneficiaries and validate and verify their data. Funds are
released on the basis of beneficiaries identified and verified by the States/UTs.
(c) There is no such proposal.
(d) The question does not arise.
