GOVERNMENT OF INDIA MINISTRY OF RURAL DEVELOPMENT DEPARTMENT OF RURAL DEVELOPMENT RAJYA SABHA UNSTARRED QUESTION NO. 944 TO BE ANSWERED ON 06/02/2026 EMPLOYMENT AND CREATION OF ASSETS UNDER MGNREGS 944 Shri Mukul Balkrishna Wasnik: Will the Minister of Rural Development be pleased to state: (a) the details regarding mandays created, persons employed, wages paid and assetscreated under Mahatma Gandhi National Rural Employment Guarantee Scheme(MGNREGS) since 2020, State-wise and year-wise; (b) whether any irregularities were found in the implementation of MGNREGS; (c) if so, the details of such irregularities, and; (d) whether any accountability was fixed and persons penalized for such irregularities; and (e) if so, the details thereof State-wise? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): State/UTs and year-wise details of persons who availed employment, persondays generated, works completed, and fund released for the wage component under Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) from 2020-21 to the current financial year 2025-26 (as on 02.02.2026) are given at Annexure-I. (b)to (e): Implementation of Mahatma Gandhi NREGS is primarily the responsibility of the concerned State/UT Governments. However, several interventions have been put in place by the Central Government to ensure maintenance of transparency and accountability and proper utilization of funds while implementing the scheme. The Ministry regularly reviews the performance of the States/UTs with respect to the proper implementation of the scheme through various forums such as Performance Review Committee meetings, Mid-term Reviews, Common Review Missions, National Level Monitors, Empowered Committee meetings, Monthly Reviews etc. In addition to the same, Special Monitoring Teams are also deployed to States/UTs to conduct spot inspections of worksites. Additionally, as per the mandates of section 17 of the Mahatma Gandhi NREGA, 2005, the Gram Sabha is required to conduct social audit of all the works taken up under the scheme within the Gram Panchayat. For this Social Audit Unit (SAU), an independent organisation facilitates conduct of social audit by Gram Sabha. Further, Ombudspersons are also required to be positioned in every District for receiving and redressal of grievances/ complaints. As reported by the Social Audit Units (SAUs), a total of 11,15,619 cases have been reported during social audits across the country, with issues broadly categorised under Financial Misappropriation, Financial Deviation, Process Violation and Grievance. Page 1 of 7States/UTs-wise details of actions taken against the issues raised by SAU under Mahatma Gandhi NREGS during the financial year 2015-16 to current financial year 2025-26 (as on 03.02.2026) is given at Annexure-II. Further, in the Financial Year 2025–26, special monitoring visits were conducted in 55 districts across 25 States/UTs, during which around 1100 worksites were inspected by the Central Monitoring Teams. The irregularities observed during monitoring visit include:  Absence of works on the ground despite records showing execution,  Execution of non-permissible works,  Financial irregularities and improper documentation,  Splitting of works into smaller parts to obtain approvals from lower-level authorities,  Engagement of contractors/sub-contracting in violation of the Act,  Bypassing mandatory procurement procedures such as single-vendor/single-tender procurement,  Instances of fake or inactive job cards and manipulated muster rolls,  Creation of incomplete or poor-quality assets not aligned with local development needs.
