EMPLOYMENT GENERATION UNDER ELECTRONICS PARTS MANUFACTURING
SCHEME

Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state:
(a) whether the Government has received investment proposals under the Electronics Parts
Manufacturing Scheme aimed at strengthening India’s electronic component ecosystem;
(b) if so, the distribution of these proposals including the number and total value of projects
proposed, State-wise particularly in Tamil Nadu;
(c) whether any large-scale electronics parts manufacturing units or component clusters have been
approved in Tamil Nadu under the said scheme and if so, the current status of their implementation;
(d) the estimated investment inflow and employment generation expected to accrue to Tamil Nadu
from these approved and proposed projects; and
(e) whether the Government proposes to extend additional fiscal incentives, plug-and play
infrastructure or logistics support to Tamil Nadu to enable the State to emerge as a leading national
hub for electronics parts manufacturing and if so, the details thereof?

(a) to (e) : Driven by the Hon’ble Prime Minister’s vision of Make in India and Atmanirbhar
Bharat, Government of India has taken several policy initiatives to develop a complete ecosystem
of electronics manufacturing.
The Government is following a targeted and structured policy to promote electronic
manufacturing, starting from the manufacturing of finished products to sub-assemblies and then
targeting both semiconductor and non-semiconductor components of electronics.
India has witnessed a remarkable growth in electronics manufacturing in last decade, which is
evident from table below:

This transformation has been made possible by various initiatives taken by the Government in the
last decade to attract foreign investments, strengthen export competitiveness and position India as
a global electronics manufacturing hub.
Some of these are as follows:
● Production-linked incentives (PLI) for large-scale electronics manufacturing
● Production-linked incentives (PLI) for IT Hardware
● Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors
(SPECS)
● Electronics Manufacturing Clusters (EMC and EMC 2.0) Scheme
● Electronics Manufacturing Component Scheme (ECMS)
● Public Procurement (Preference to Make in India) Order 2017 to prioritize domestically
manufactured products in public procurement
● Reforms in taxation including rationalization of tariff structure including, exemption on basic
custom duty on capital goods, etc
Electronics Component Manufacturing Scheme (ECMS)
To deepen and broaden the electronics manufacturing ecosystem, Government launched the
Electronics Components Manufacturing Scheme (ECMS) in April 2025.
The scheme aims to develop robust component manufacturing ecosystem by attracting investments
(global/domestic) across the value chain.
The scheme covers sub-assemblies such as Display Modules, Camera Modules, Optical
Transceivers; key components such as Printed Circuit Boards (PCBs), passive components,
electro-mechanical components; capital equipment for electronics manufacturing; and their supply
chain.
Response to ECMS Scheme:
The initiative has received overwhelming response from the industry so far. Against the target
investment of Rs. 59,350 crores, investment proposals worth 1.15 Lakh Cr have been received.
Till date, 46 applications have been approved across 11 states under the ECMS scheme. The
applications are expected to attract an investment of Rs 54,567 crores, leading to production of Rs
3.67 lakh crore and new employment generation of 50,794 direct jobs.ECMS projects in Tamil Nadu:
Out of 46 approved applicants, 11 are in Tamil Nadu. Proposed investment in these projects is Rs
32,738 crores and employment generation of 27,857.
The list of such approved projects along with the approved product in the state of Tamil Nadu is
annexed.
Electronics Manufacturing Clusters
Government is running a scheme for building world-class Electronics Manufacturing Clusters
(EMCs).
These EMCs provide electronics manufacturing infrastructure, ready industrial plots and Ready
Built Factory (RBF) / Plug-and-Play facilities EMCs attract investments, create employment and
boost the ESDM sector.
In the State of Tamil Nadu, two (02) greenfield EMC projects, namely EMC Pillapaikkam and
EMC Manallur have been approved. Details are as below:\
EMC Pillapaikkam approved with a project outlay of Rs 424.55 crores, with central financial
assistance of Rs.212.27 crores. This covers an area of 379.3 acres and is expected to attract
investment of Rs 8,737 crores and generate employment of about 14,519 persons
EMC Manallur approved with a project outlay of Rs 587.47 crores, with central financial
assistance of Rs 293.74 crores. This covers an area of 474.3 acres and is expected to attract
investment of Rs 4,175 crores and generate employment of about 16,900 persons
