EMPLOYMENT OUTCOMES UNDER PMKVY

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be
pleased to state: -
(a) whether about 1.43 crore youth trained under the Pradhan Mantri Kaushal Vikas
Yojana (PMKVY) across the country and if so, the details thereof, State/UT-wise;
(b) whether only about 47 lakh trained youth have been engaged in employment or
self-employment which is less than one-third of the total trained youths;
(c) if so, whether it is a fact that this employment ratio is low due to gap between skill
training courses and industry requirement;
(d) whether the Government is preparing any action plan to improve the quality of
training, recognition of certification and implementation of State-specific demand-based
training courses and if so, the details thereof; and
(e) whether the Government is considering nominating any third-party agency for
independent evaluation of the implementation of corrective policy measures under the
said scheme and if so, the details thereof?

(a) Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its
flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY), since 2015, for
imparting skill development training through Short-Term Training (STT) and up-skilling
and re-skilling through Recognition of Prior Learning (RPL) to youth across the country.
Under PMKVY, since 2015 to 30.06.2025, 1.64 crore candidates have been
trained/oriented across the country. The States/Union Territories wise details of
candidates trained under PMKVY, since 2015 to 30.06.2025 is given at Annexure.
(b) & (c) Under PMKVY, placements were tracked in the Short-Term Training (STT)
component in the first three versions of the Scheme which is PMKVY 1.0 (2015-16),
PMKVY 2.0 (2016-20) and PMKVY 3.0 (2020-22). Under PMKVY 4.0 (2022-26), the focus
is to empower the trained candidates to choose their varied career path and is suitably
oriented. Under the first three versions of PMKVY, out of 56.89 lakh STT certified
candidates, 24.3 lakh candidates have been reported placed which is around 43%.(d) The Government of India has taken several initiatives to improve training quality,
recognition of certification and implementation of State-specific demand-based training
courses under PMKVY. Training is being imparted in National Skills Qualification
Framework (NSQF) aligned job roles through accredited and affiliated training centres
through Training of Trainer (ToT) certified trainers. A robust monitoring mechanism—both
physical and virtual is in place to ensure quality implementation. For industry exposure,
On-the-Job Training (OJT) is integrated within short-term skilling programs. Digital tools
like the Skill India Digital Hub (SIDH) are being used for quality monitoring and
certification.
Further, to enhance the aspirational value of skill certificates, the National Credit
Framework (NCrF) has been introduced to establish equivalence between skilling and
formal education. It enables the creditization of all NSQF-aligned skill-based
qualifications, including Recognition of Prior Learning (RPL), with credits stored in the
Academic Bank of Credit (ABC). The framework also facilitates multiple entry and exit
options, allowing flexible pathways between education, work, and skilling. Annual
convocations are conducted to recognize skilled candidates.
Additionally, the training is imparted based on the demand mapped through skill gap
studies, District Skill Development Plans (DSDPs), and active collaboration with Awarding
Bodies to design industry-relevant training. States are encouraged to propose training
targets based on local demand, supported by District-level skill gap studies.
(e) PMKVY 2.0 was evaluated by NITI Aayog in October 2020 under jobs and skills
sector. As per the study, about 94% of the employers surveyed reported they would hire
more candidates trained under PMKVY. Further, 52% of the candidates who were placed
in full time/part time employment and oriented under the Recognition of Prior Learning
(RPL) component received higher salary or felt that they will get higher salary compared
to their un-certified peers.
Additionally, a third-party impact evaluation of PMKVY 2.0 was also conducted by the
Indian Institute of Public Administration (IIPA). As per the evaluation, about 70.5%
surveyed candidates received placement in their desired skill sector. Third party
evaluation of PMKVY 4.0 is currently under process.Annexure
