Will the Minister of TRIBAL AFFAIRS be pleased to state:
(a) the number of residential schools, hostels and Eklavya Model Residential Schools (EMRSs)
sanctioned, operational and under construction in Assam along with their enrollment capacity,
district-wise;
(b) whether shortage of teachers, infrastructure or basic facilities have been reported; and
(c) the steps taken by the Government to address such deficiencies?

(a): The district wise status of EMRS sanctioned, operational and under construction for
Assam are as under:

on Janjatiya Gaurav Diwas 2025. All EMRSs having classes from standard VI to XII have
enrolment capacity of 480 students.(b) & (c): NESTS carried out its first drive for direct recruitment of 10391 posts through ESSE-
2023 and selected teaching and non-teaching staff have been posted in various EMRSs. The
notification for recruitment of 7267 teaching and non-teaching posts through ESSE – 2025 has
also been issued. In addition to the direct recruitment, NESTS also has advised State Governments
to depute staff on deputation. Further, directions have been issued to State EMRS Societies to
engage guest teachers against vacancies, and non-teaching staff on outsourcing basis/local
engagement, so that academic activities are not hampered.
In order to bridge the infrastructure gap in EMRSs, several measures have been taken, such as:
i) Standardised designs for new EMRS buildings have been developed, ensuring modern academic
facilities, hostels, staff quarters, and sports infrastructure.
ii) For old EMRSs sanctioned under Article 275 (1), an amount of ₹ 5 crore has been provisioned
for their upgradation.
iii) Regular monitoring through third-party inspections (IITs, NITs, CBRI, etc.) and joint reviews
are conducted to ensure quality and timely completion of works.
