state:-
(a) the total number of skill development training centres are currently operational in Uttar
Pradesh, particularly in Ghaziabad and Gujarat under the Pradhan Mantri Kaushal Vikas
Yojana (PMKVY) and the manner in which it compares to other States in terms of outreach
and efficiency;
(b) the total number of enrolments under PMKVY in the said States during the last three
years along with the percentage of trainees who have successfully completed their courses;
(c) whether the Government maintains a record of employment and Job placements for
PMKVY graduates under the said States and if so, the details of the statistics regarding Job
opportunities secured by the trained candidates under the schemes;
(d) the steps taken/being taken by the Government to bridge the gap between skill training
and actual employability, ensuring that trained youth secure gainful employment in their
respective fields;
(e) whether the Government has conducted any impact assessment of PMKVY in the said
States to determine its effectiveness and if so, the details thereof; and
(f) the steps taken/proposed to be taken by the Government to enhance the success of the
said scheme?

(a) Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship
Scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) since 2015. Under PMKVY, skill
training is imparted through Short Term Training (STT) and Re-skilling and Up-skilling through
Recognition of Prior Learning (RPL) to youth across the country.Currently, 68 skill development training centres in Uttar Pradesh and 7 centres in Gujarat are
operational under PMKVY 4.0. However, there is no functional centre in Ghaziabad District,
Uttar Pradesh, at this time.
While Gujarat and Uttar Pradesh have shown strong outreach in terms of training centres and
enrolments under PMKVY 4.0, the scheme’s implementation is designed to be flexible,
allowing each state to tailor its strategy based on local needs, industry demand, and
demographic factors. As such, direct comparisons across states may not fully capture the
scheme’s intent or impact. Both Gujarat and Uttar Pradesh have emerged as leading
performers under PMKVY 4.0.
(b) The total number of enrolments during the last three years (FY 2022-23 to FY 2024-25)
in Gujarat and Uttar Pradesh under PMKVY along with the percentage of trainees who have
successfully completed their courses is given below:-

(c) Under PMKVY scheme, placements were tracked in the Short-Term Training (STT)
component in the first three versions of the Scheme which is PMKVY 1.0, PMKVY 2.0 and
PMKVY 3.0 implemented from FY 2015-16 to FY 2021-22. Under PMKVY 4.0, the focus is to
empower our trained candidates to choose their varied career path and they are suitably
oriented for the same.
The number of candidates reported placed under PMKVY (1.0, 2.0 and 3.0) in Gujarat and
Uttar Pradesh is given below: -

(d) Under PMKVY 4.0, a greater emphasis is being given to empower youth by enhancing
their employability, through introducing On-the-Job Training (OJT) for better practical
exposure, mandatory employability module training as part of the curriculum, focus on New
Age skilling, post certification tracking for handholding support to candidates, access to self-
paced learning on Skill India Digital Hub (SIDH). Additionally, reforms such as aligning curricula
with the National Skill Qualification Framework (NSQF), promoting placement-linked training,
conducting Rozgar Melas, and encouraging employer-led initiatives further ensure that trained
youth are equipped for sustainable employment.
(e) MSDE’s flagship scheme PMKVY was evaluated by NITI Aayog in October 2020 across
several states including Uttar Pradesh and Gujarat. As per the study, about 94 percent of the
employers surveyed reported they would hire more candidates trained under PMKVY. Further,
52 percent of the candidates who were placed in full time/part time employment and oriented
under the RPL component received higher salary or felt that they will get higher salary
compared to their un-certified peers.A third-party impact evaluation of PMKVY was also conducted by the Indian Institute of Public
Administration (IIPA). As per the evaluation, about 70.5% surveyed candidates received
placement in their desired skill sector.
(f) The government has been taking several steps to enhance the success of PMKVY 4.0
across the country. These efforts aim to address skill gaps, improve employability, and support
economic growth. A few of them are as under:
i. Focus on New Age Skills like Industry 4.0, Web 3.0, AR/VR, Climate Change, Circular
Economy, Green Economy, and Energy Transition.
ii. Emphasis on Re-skilling, and Up-skilling under Recognition of Prior Learning (RPL)
through innovations in assessment, better monitoring.
iii. Greater reliance on On-Job-Training (OJT) for better practical exposure to candidates.
iv. Flexibility in course curriculums by introducing courses in partnership with industry.
v. Cross utilisation of available infrastructure with the educational institutions viz.
ITIs/Schools/Colleges/Universities/Central and State Government Institutions etc.
vi. Training aligned to National Priorities and Policy Announcements focusing on clusters in
sectors like semiconductor, 5G, AI, Green Hydrogen, EV, Solar Mission, Care, Tourism.
The Ministry has also launched Skill India Digital (SID) platform, a comprehensive and
accessible platform for skill enhancement, offering industry-relevant skill courses, job
opportunities, and entrepreneurship support to youth of the country in various sectors including
domestic workers sector covering unorganized sector.
