Will the Minister of PANCHAYATIRAJ be pleased to state;
(a) the objective of the "Entrepreneurship Development Conclave" and the manner in
which it align with the Government’s broader vision for rural and grassroots
entrepreneurship development;
(b) the manner in which the Ministry plan to leverage the Panchayati Raj system to
facilitate skill development and capacity-building programs for rural entrepreneurs,
especially in the context of the conclave’s discussions; and
(c) whether there are any specific measures being taken to empower rural entrepreneurs to
thrive in villages and small towns through the Panchayati Raj system and if so, the details
thereof?

(a) to (c) The Entrepreneurship Development Conclave was held on 13th January 2025, at
Pune, Maharashtra. It was organised with the primary objective of promoting the
entrepreneurship development schemes of the Department of Animal Husbandry & Dairying
(DAHD), namely the National Livestock Mission – Entrepreneurship Development
Programme (NLM-EDP) and the Animal Husbandry Infrastructure Development Fund
(AHIDF). These schemes are designed to empower both existing and prospective
entrepreneurs in the livestock sector by presenting investment opportunities, strengthening
avenues for credit facilitation, and disseminating information on available government
support mechanisms.
The Conclave provided a common platform for policymakers, financial institutions,
industry representatives, and scheme beneficiaries to enable structured knowledge exchange,
foster innovation, and promote the development of enterprises across livestock-based value
chains. The event witnessed participation from approximately 2,000 stakeholders, including
