Establishment of Bio-Fertilizers Units
2261. SHRI TRIVENDRA SINGH RAWAT:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether any scheme is being operated/financial assistance is being provided by
the Government to encourage the establishment of production and processing
units for bio-fertilizers, cow dung and fertilizers manufactured from other
agricultural and livestock waste materials, if so, the details thereof;
(b) the number of beneficiaries who have been provided assistance under the said
schemes so far and the total financial amount disbursed to them, State-wise;
(c) whether Goods and Services Tax (GST) is levied on the production, sale or
distribution of bio-fertilizers, cow dung-based fertilizers and other organic
fertilizers, if so, the details thereof indicating their current rate; and
(d) the reason for not exempting such products from tax despite the promotion of
environmental protection, natural farming and sustainable agriculture?

(a) At present, there is no such scheme to encourage the establishment of
production and processing units for bio-fertilizers, cow dung and fertilizers
manufactured from other agriculture and livestock waste-materials.
(b) In view of (a) above, question does not arise.
(c) & (d) GST is levied on the supply of fertilizers. Currently, supply of animal or
vegetable fertilizers, whether or not mixed together or chemically treated, fertilisers
produced by the mixing or chemical treatment of animal or vegetable products and
organic manure, other than pre-packaged and labelled attract Nil GST.
