STPI SCHEME IN MAHARASHTRA

Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state:
(a) the number of incubation centres established under the Software Technology Parks of India
(STPI) scheme in the State of Maharashtra and the tangible outcomes achieved so far in terms of
startups incubated, employment generated, products developed and patents/IPRs filed during the last
five years;
(b) whether the Government proposes to strengthen the STPI incubation scheme in Tier-2 and Tier-
3 cities of Maharashtra and if so, the details of cities identified, timelines and budgetary support;
(c) the key issues and challenges faced in implementation of the STPI incubation scheme in
Maharashtra including feedback received from existing software parks;
(d) whether the Government is aware of the serious physical infrastructure constraints in Rajiv
Gandhi Infotech Park, Hinjawadi, Pune, affecting IT units and start-ups; and
(e) the steps taken by the Union Government in coordination with the State Government of
Maharashtra to address these infrastructure challenges and ensure smooth functioning and growth of
the IT ecosystem in the region?

(a) to (c): The Government of India is making continuous efforts to promote IT industry across India
including smaller cities and towns. As a part of this initiative, Software Technology Parks have been
established in 68 cities across India with 60 centres in Tier-2 and Tier-3 cities. The STPI centres
provide Incubation services, High Speed Data Communication services, Cloud services and other
statutory support services.
At present, six Software Technology Parks of India (STPI) centres are operational in Maharashtra at
Pune, Mumbai, Nagpur, Nashik, Kolhapur and Chhatrapati Sambhaji Nagar, with a total 1,148 plug-
and-play seats.
During the last five years, STPI-registered units in Maharashtra have achieved exports of
approximately ₹8.58 lakh crore. Further, 93 startups/units have been incubated at these STPI centres,
and 53 startups/units are presently under incubation, generating 1,194 employment opportunities.Further, two Centres of Excellence (CoEs) - CoE for Automotive:
Autonomous/Connected/Electric/Shared vehicle at Pune and CoE for IoT in Agriculture at Akola,
have been established in the State. Through these CoEs, 93 startups have been supported, which have

opportunities.
(d) to (e): As part of infrastructure development, the Government of Maharashtra has undertaken a
Metro Rail Project from Rajiv Gandhi Infotech Park (RGIP), Hinjawadi, Pune to Shivajinagar, Pune
through Pune Metropolitan Region Development Authority (PMRDA). The total length of the
project is 23.30 km, out of which approximately 7.59 km falls within RGIP area. There are 23
stations proposed on this corridor, including 8 stations within Rajiv Gandhi Infotech Park,
Hinjawadi. The project, upon completion, is expected to significantly reduce road congestion in the
area. Further, asphalting of roads under the metro alignment within RGIP limits is also being
undertaken by PMRDA.
Further, Maharashtra Industrial Development Corporation (MIDC) has undertaken various measures
to mitigate infrastructure-related issues in RGIP, Hinjawadi Industrial Area, which include:
• Upgradation of existing infrastructure, including widening of roads and improvement of
footpaths.
• Proposal for construction of pedestrian footover bridges (skywalks) to facilitate safe pedestrian
movement.
• Augmentation of the existing Water Supply Scheme from 24 Million Litres per Day to 48
Million Litres per Day to address water supply requirements.
• Completion of repair works and placement of Annual Maintenance Contracts (AMCs) for
upkeep of infrastructure facilities.
• Construction of a six-lane road from Baner to Hinjawadi as an alternate connectivity route.
