Parliament Question: Establishment of Integrated Textile Park in western Odisha

SHRI NIRANJAN BISHI: Will the Minister of TEXTILES be pleased to state: (a) whether Government has any proposal under consideration to establish an Integrated Textile Park in the western Odisha or Kalahandi–Bolangir–Koraput (KBK) region, particularly in view of the fact that districts such as Bolangir are known for producing good quality cotton; (b) whether any feasibility study or assessment has been conducted regarding the potential of this region for development of textile-based industries; (c) whether Government recognizes that establishment of such a textile park would generate substantial employment opportunities and help reduce unemployment and distress migration in western Odisha; and (d) if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OF TEXTILES (SHRI GIRIRAJ SINGH) (a) to (d): A statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PART (A) TO (D) OF THE RAJYA SABHA STARRED QUESTION NO. *374 DUE FOR ANSWER ON 27.03.2026 RAISED BY SHRI NIRANJAN BISHI REGARDING ESTABLISHMENT OF INTEGRATED TEXTILE PARK IN WESTERN ODISHA. (a) to (d): With a view to increasing investments, generating employment opportunities and boosting exports in the textile sector, the Ministry is implementing Scheme for Integrated Textile Park (SITP) to provide support for setting up textile parks with world-class, state-of-the-art infrastructure in textile hubs across the country. The scheme was in implementation up to 31.03.2021; however, the Scheme has now been subsumed under the umbrella scheme viz. Textile Cluster Development Scheme (TCDS) for completing ongoing projects only. No proposal to set up an integrated textile park in Odisha under the SITP scheme is currently pending with the Ministry. With the aim to develop large scale and integrated world class industrial facilities, the Government has approved setting up of 7 mega textile parks under PM Mega Integrated Textile Regions & Apparel Park (PM MITRA) Scheme in the shape of integrated mega textile parks. All states were invited to send their proposals for setting up of parks under the scheme. In response, 18 proposals were received from 13 States including one from Government of Odisha for setting up a Park under the scheme at Ganjam. After evaluating all the proposals that were received through a transparent challenge matrix, the Government finalized 7 sites at Tamil Nadu (Virudhnagar), Telangana (Warangal), Gujarat (Navasari), Karnataka (Kalaburagi), Madhya Pradesh (Dhar), Uttar Pradesh (Lucknow) and Maharashtra (Amravati). In the Union Budget 2026-27, an announcement was made regarding setting up of Mega Textile Parks in challenge mode. In order to ensure early sanction and quick implementation of the Scheme, the Ministry has initiated a process of stakeholder consultation with State Governments and other stakeholders. It has also constituted a Joint Working Group to discuss eligibility criteria, selection process and evaluation parameters. Further, In the Union Budget 2026-27, the Government has also announced an Integrated Textiles Programme which includes the Textile Expansion and Employment Scheme (TEEM) to modernize traditional clusters with capital support for machinery, technology up gradation and common testing and certification centres. The Odisha Industrial Infrastructure Development Corporation (IDCO) has acquired Govt. land measuring 88.50 acres in Village Golamunda under Golamunda tehsil for a MSME Park where applicants having textiles projects would also be considered for land allotment. Further infrastructure work is in progress for another IDCO led MSME Park in Kesinga (Kurlupada) over an area of 47.69 acres. In addition, for promotion of textile sector in the state, the Government of Odisha has formulated the “Odisha Apparel Policy–2016 (OAP-2016)” in 2016 and the “Odisha Apparel and Technical Textiles Policy–2022 (OATTP-2022)” in 2022, which aims to attract new investments and accelerate the growth of the textile sector in the State, which will help reduce unemployment, distress migration, and also promote reverse migration in Western Odisha. ****
