Will the Minister of JAL SHAKTI be pleased to state:
(a) whether the Government has established Jal Shakti Kendras (JSKs) in the country and if so, the details
thereof, State/UT-wise including Punjab and Tamil Nadu, district-wise along with the details of the funds
sanctioned, allocated and utilised for setting of JSKs in Punjab so far;
(b) the time by which the ongoing JSKs are likely to be completed/operational in all the districts of Punjab;
(c) the details of the activities undertaken by these JSKs to promote water conservation, rainwater
harvesting and groundwater recharge in rural and semi-urban areas of Tamil Nadu;
(d) whether the Government proposes to allocate dedicated funds for the operation, capacity building, and
maintenance of these JSKs to ensure their long-term sustainability and if so, the details thereof;
(e) the effectiveness of JSKs in spreading awareness and improving local water management practices in
Tamil Nadu; and
(f) whether the Government proposes to expand or strengthen JSKs in climate-vulnerable and drought-
prone districts of Tamil Nadu and if so, the details thereof?

(a) to (f) ‘Water’ being a State subject, the aspects related to water resources including its conservation
are studied, planned, funded and executed by the State Governments themselves as per their own resources
and priorities. No separate funds are allotted to States for establishment and operation of the Jal Shakti
Kendras from Ministry of Jal Shakti. The State/UT-wise details of Jal Shakti Kendras (JSKs) is attached at
Annexure.
As reported by the State Government of Punjab, Jal Shakti Kendras (JSKs) have been established in
all 23 districts of Punjab and all JSKs are fully operational and functional. As reported by the State
Government of Tamil Nadu, Jal Shakti Kendras have been established in all the 38 districts of Tamil Nadu.
1As reported by the State Government of Tamil Nadu, the Jal Shakti Kendra (JSK) creates awareness
on the importance of rainwater harvesting and functions as a knowledge centre for various stakeholders. It
supports the District and Block Administration in the preparation of scientific water conservation plans.
JSK also acts as knowledge and data sharing centre which collect spatial data from various sources such as
Bhuvan, IMD, GSI and CGWB for spatial analysis of the district and maintaining records related to water
bodies in the district. Further, it provides support for rejuvenation of rivers and rivulets and renovation of
traditional water bodies. JSKs also conduct Capacity building and training programmes on water
management methods and techniques for stakeholders.
Also, the State Government of Tamil Nadu reported that the awareness programmes were conducted
about the importance of rainwater harvesting, water conservation & management methods and techniques
in all the districts, blocks and panchayats through JSKs by rallies, street meeting, involving self-help
groups, gram sabha meetings and propaganda by audio system and digital media with the participant of
6,26,000 people.
