SHRI ADITYA YADAV: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state? (a) whether the Government has established or plans to establish new Industrial Training Institutes (ITIs) or Skill Development Centres in the Budaun district of Uttar Pradesh to enhance vocational training opportunities for local youth; (b) if so, the details of existing ITIs in the said district, the vocational courses offered, the number of trainees enrolled in the current session and whether any infrastructure or faculty upgradation undertaken/proposed to be undertaken by the Government to ensure skill development and employability; and (c) if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) The Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE), implements the Craftsmen Training Scheme (CTS) through a network of Industrial Training Institutes (ITIs) for skilling the youth. Under CTS, training is imparted in 169 courses through 14,688 ITIs across the country. The establishment and day to day administration of ITIs comes under the jurisdiction of respective State Government and UT Administration, while the policies such as designing curriculum, setting the criterion for affiliation and conducting the examination along with certification are the responsibilities of Central Government. Whenever a proposal is received from the States/UTs for the setting up of new ITIs, it is examined and decided as per the affiliation standards and norms. (b) and (c): As on date, there are 3,304 ITIs in the State of Uttar Pradesh imparting training under the CTS. In Budaun district, 14 ITIs are functioning under CTS, of which 7 are Government and 7 are Private ITIs. The details of trades offered and number of trainees enrolled in the current session (2025–26) in Badaun district are available at Annexure-1. The Pradhan Mantri Skilling and Employability through Upgraded ITIs (PM-SETU) scheme is launched to enhance the overall quality and relevance of vocational training with upgraded labs, machines, and industry-aligned curriculum in the country. The scheme includes upgradation of 1,000 Government ITIs (200 Hub ITIs and 800 Spoke ITIs) in a Hub and Spoke model wherein upgradation includes smart classrooms, modern labs, digital content, and new courses aligned to industry needs through industry- led Special Purpose Vehicles (SPVs). The selection of ITIs under the PM-SETU Scheme is led by the respective State/UT Governments in consultation with industry, ensuring alignment with emerging skill needs and local industrial potential. In addition, under Component-II of the PM-SETU Scheme, a Faculty upgradation and Training of Trainers programme is being implemented to create a pool of skilled trainers. The programme covers both pre-service and in-service training, focusing on advanced technical skills, modern pedagogy, and exposure to global best practices. During FY 2025–26, a total of 483 trainers have been trained across various domains at National Skill Training Institutes (NSTIs), Tata Indian Institute of Skills (Tata IIS), and with Industry Partners.Annexure-1 ANNEXURE REFERRED TO IN REPLY TO PART (B & C) OF LOK SABHA UNSTARRED QUESTION NUMBER 4903 ANSWERED ON 23.03.2026.
