PROF. VARSHA EKNATH GAIKWAD: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether the Government has established and operationalised Pradhan Mantri Kaushal Vikas Yojana (PMKVY) skill training centres in Maharashtra and particularly in Mumbai; (b) if so, the total number of PMKVY centres operational in Maharashtra and separately in Mumbai City and Mumbai Suburban districts; (c) the details of the locations, job roles and sectors covered by these centres; (d) the details of the number of candidates enrolled, trained, certified and placed during the last three years, separately for Maharashtra and Mumbai; (e) the details of the placement rate and proportion of trainees absorbed in formal employment in Mumbai; (f) whether any independent assessment has been conducted by the Government on the effectiveness of PMKVY centres in addressing Mumbai’s urban skill and employment needs; and (g) the steps taken by the Government to strengthen industry linkage, apprenticeships and placement outcomes under PMKVY in Mumbai? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) & (b) The Ministry of Skill Development and Entrepreneurship is implementing Pradhan Mantri Kaushal Vikas Yojana (PMKVY) for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to youth across the country including Maharashtra, through accredited and affiliated Training Centres. PMKVY 4.0 is a demand driven Scheme and skill training centres are set up project wise based on the requirements received from State/ industry/ industry associations/ training providers. The details of Training Centres that have imparted skill development training under PMKVY 4.0 in the State of Maharashtra, including Mumbai and Mumbai Suburban districts, as on 31.12.2025, are given below:S. (d) Under PMKVY 4.0, the focus is to empower trained candidates to choose their varied career path and they are suitably oriented for the same through On-Job Training (OJT) embedded industry relevant skill courses. Under PMKVY 1.0 to 3.0, 80,950 candidates were reported placed in the State of Maharashtra, including 1,120 candidates from Mumbai. (f) An independent third-party impact evaluation of the Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0) has been conducted by the Arun Jaitley National Institute of Financial Management (AJNIFM). The evaluation was conducted across 12 States of the country including Maharashtra, to assess the effectiveness, efficiency, outcomes and impact of PMKVY at the national and state levels based on beneficiary surveys, stakeholder consultations and analysis of scheme data. (g) The Government has taken various steps to strengthen industry linkage, apprenticeships and placement outcomes under PMKVY 4.0. The courses under PMKVY are designed by industry-led bodies addressing the requirement of emerging sectors. Training has been imparted in Future ready job-roles addressing the requirement of Industry 4.0, emerging sectors like Drone, Artificial Intelligence (AI), Robotics, Mechatronics, etc. Further, to enable the opportunities for employments, Skill India Digital Hub (SIDH) platform has been launched as a one-stop platform that integrates skilling, education, employment, and entrepreneurship ecosystems to provide a lifelong array of services targeting a wide range of stakeholders. Details of the trained candidates are available on SIDH portal for connecting with potential employers. Through Skill India Digital Hub, candidates can have access to jobs and apprenticeship opportunities. Also, On-Job-Training (OJT) has been made an inherent component of the PMKVY. Further, Kaushal Mahotsavs and Pradhan Mantri National Apprenticeship Melas (PMNAMs) have been organized to facilitate the placements opportunities to the certified candidates. ******
