GOVERNMENT OF INDIA MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY LOK SABHA UNSTARRED QUESTION NO. 5431 TO BE ANSWERED ON: 25.03.2026 ESTABLISHMENT OF STPs IN BUXAR AND KAIMUR †5431. SHRI SUDHAKAR SINGH: Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: (a) whether the Union Government has received any proposal for the establishment of Software Technology Parks, IT parks in the State of Bihar particularly in Buxar and Kaimur districts; (b) if so, the details of proposed locations, availability of land and necessary infrastructure thereof; (c) whether the Union Government has initiated any action regarding the preparation of a detailed project report, site identification or policy approval for setting up Software Technology Parks or Electronic Hubs in Buxar and Kaimur districts in view of the expansion of information technology in Bihar and if so, the current status thereof; (d) whether any project has been approved so far and if so, the details thereof; (e) if not, the proposed action-plan of the Union Government to boost employment generation, startups and digital infrastructure in said districts; and (f) whether the Union Government proposes to prioritise these regions in the future? ANSWER MINISTER OF STATE FOR ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA) (a) to (f) : The Government of India is making continuous efforts to promote IT industry across India including smaller cities and towns. As a part of this initiative, 70 Software Technology Parks of India (STPI) centres have been established across India including 62 centres in Tier-II/Tier-III cities. STPI centres in Bihar: Government has established 3 STPI centres in Bihar at Bhagalpur, Darbhanga and Patna with a total of 273 Plug & Play seats. These STPI centres provide Incubation services, High Speed Data Communication services, Cloud services and other statutory support services so that entrepreneurs with innovative ideas can establish their startups with the help of STPI. The incubation facility provides opportunity of meeting with investors like Venture Capitalists (VCs), mentors from IITs/NITs/Industry and networking opportunity with IT professionals.At present, STPI does not have any proposal in consideration for establishment of new STPI centres in the state of Bihar. As on date, 12 IT/ITeS companies incubated at STPI centres in Bihar have generated approximately 366 employment opportunities. Additionally, 31 startups from Patna supported under the Next Generation Incubation Scheme (NGIS) generated around 253 employment opportunities. The Incubation Centre at IIT Patna under the Gen-Next Support for Innovative Startups (GENESIS) Scheme has been extending support to startups. Further, Government of India has undertaken a project for establishment of the Incubation Centre (Phase-II) in collaboration with IIT Patna and the Government of Bihar, with the objective of supporting 310 startups in the State of Bihar over a period of five years. The Government is undertaking several initiatives under the Digital India Programme to strengthen digital infrastructure across the country, including Bihar. These include the development and implementation of digital platforms such as National Knowledge Network (NKN), DigiLocker and Unified Mobile Application for New-age Governance (UMANG), as well as the provision of secure cloud services to Government departments through MeitY-empanelled cloud service providers. Further, initiatives to enable online delivery of citizen-centric services include promotion of Aadhaar-based authentication for beneficiary identification and expansion of service delivery through Common Service Centres (CSCs) to provide assisted access to citizens, particularly in rural and remote areas. *******
