Shri Magunta Sreenivasulu Reddy: Shri Putta Mahesh Kumar: Will the Minister of EDUCATION be pleased to state: (a) whether the Government has conducted any evaluation of the infrastructure facilities available in Kasturba Gandhi Balika Vidyalayas (KGBVs) in the country; (b) if so, the details of the major findings, including gaps in facilities and compliance with required norms; (c) the total number of ICT labs and smart classrooms sanctioned and functional in KGBVs, State/UT-wise and district-wise particularly in Prakasam district of Andhra Pradesh; (d) the number of teaching posts sanctioned and vacant in KGBVs, State/UT-wise and district-wise, particularly in Prakasam district of Andhra Pradesh; (e) the details of programmes, agencies involved and outcomes achieved as per the evaluation of the Government; and (f) the steps taken by the Government to address identified infrastructure gaps, fill teaching vacancies and strengthen academic resources in KGBVs in the country, with specific focus on Andhra Pradesh? A N S W E R MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (f): The Department of School Education & Literacy (DoSE&L), Ministry of Education, commissioned an evaluation of Kasturba Gandhi Balika Vidyalayas (KGBVs) through the National Council of Educational Research and Training (NCERT) during 2022–23 to assess the performance and implementation challenges of the scheme. The evaluation covered four key areas: infrastructure, academics, financial management, and administration; and gathered feedback from students, parents, teachers, wardens, SMC members, and district and State authorities. Based on the findings, NCERT submitted a comprehensive evaluation report with recommendations to strengthen the quality and effective implementation of KGBVs. The NCERT evaluation, inter-alia, observed that KGBVs have played a significant role in improving access, enrolment, retention, and learning outcomes of girls from disadvantaged communities by providing a safe and supportive residential environment while recommending training, ICT facilities, upgradation of KGBVs etc.Since then, various measures have been undertaken including upgradation of existing KGBVs upto class XII, construction of additional dormitories, toilets, boundary walls, furniture and equipment, bedding replacement, teaching-learning materials, library books, sports facilities etc., in all States/ UTs, as per their requirement including Andhra Pradesh. The DoSE&L has approved ICT Labs and Smart Classrooms in all functional KGBVs as per Samagra Shiksha norms to empower girl students, make them digitally savvy, and enhance their learning outcomes. Further, a structured training programme is organized for KGBV wardens in collaboration with the National Institute of Educational Planning and Administration (NIEPA). This initiative aims to strengthen the wardens’ capacity to manage resources effectively and enhance their institutional and administrative skills, thereby fostering a safe and supportive environment that promotes and improves quality education for girls. Education is in the Concurrent List of the Constitution of India and KGBVs are under the administrative control of respective State Governments and UT administrations. The matters related to operationalization and functioning of KGBVs including the recruitment, and deployment of teaching and non-teaching staff of KGBVs, come under the purview of concerned State/UT Governments. Teaching and non-teaching staff of KGBVs are recruited by States/UTs, as per the terms and conditions of the respective States and UTs for KGBVs. The recruitment of teachers is a continuous process. The Central Government, through Samagra Shiksha, provides assistance to the States and UTs for deployment of teachers in KGBVs to maintain appropriate Pupil Teacher Ratio as per the prescribed norms for various levels of schooling. As per the information received from the State Government of Andhra Pradesh, 37 KGBVs are functional in Prakasam district. Of these, 33 KGBVs have ICT labs and smart classroom facilities, except for 4 KGBVs which are newly functional. In Andhra Pradesh, all 497 approved ICT Labs & Smart Class rooms are functional.
