GOVERNMENT OF INDIA MINISTRY OF NEW AND RENEWABLE ENERGY LOK SABHA UNSTARRED QUESTION NO. 6165 ANSWERED ON 01.04.2026 EXEMPTION OF REQUIREMENT OF APPROVED SOLAR PV CELLS UNDER PM-KUSUM 6165. SHRI GAJENDRA SINGH PATEL WILL THE MINISTER OF NEW AND RENEWABLE ENERGY BE PLEASED TO STATE: (a) whether solar projects under Component-A of the Pradhan Mantri-Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) whose last date of bid submission was on or before 31 August 2025 are exempt from the requirement of using solar PV cells listed under Approved List of Models and Manufacturers (ALMM) List-II and are required to use only solar modules listed under ALMM List-I without mandatory Domestic Content Requirement (DCR) and if so, the details thereof; and (b) whether the Government would issue clear directions to States and power Distribution Companies (DISCOMs) to ensure timely implementation of such PM-KUSUM Component- A projects and provide the number of such projects that remain pending despite bids being submitted before 31 August 2025 and if so, the details thereof, State-wise? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) As per prevailing provisions of Approved List of Models and Manufacturers (ALMM), (i.) For projects awarded through bidding, if last date of bid submission is on or before the cut- off date of 31st August 2025, the projects are exempt from ALMM for solar cells, else not. The applicability of this provision is to bids which were live as on 28.07.2025. However, if the bid conditions in tenders where the last date of bid submission was between 09.12.2024 (the date of issuance of MNRE’s Office Memorandum for implementation of ALMM for solar PV cells) and 28.07.2025 (the date of amendment to MNRE’s aforesaid Office Memorandum dated 09.12.2024), explicitly provided for usage of solar PV cells from ALMM list-II for solar PV cells, such conditions will remain valid. (ii.) For Net-Metering & Open Access Projects, if commissioned prior to Effective Date of 1st June 2026, the projects are exempt from ALMM for solar cells, else not. (b) The Government has issued clear directions to States and power Distribution Companies (DISCOMs) to ensure timely implementation of PM-KUSUM scheme, including the deadline of signing of PPAs being 31.12.2025. The applicability of ALMM I & II are already clarified vide Office Memorandum dated 09.12.2024 and 28.07.2025. Under Component A, SIAs have reported installation of 839 MW till 28.02.2026.
