SABHA STARRED QUESTION NO. *276 ASKED BY SMT. SHOBHANABEN
MAHENDRASINH BARAIYA AND SHRI CHAVDA VINOD LAKHAMSHI TO BE
ANSWERED ON 18TH DECEMBER, 2025 REGARDING ‘EXPANSION AND
MODERNISATION OF LPG SUPPLY & BOTTLING INFRASTRUCTURE’.
(a): There is adequate LPG bottling capacity available in the country. As of 01.12.2025,
PSU OMCs have LPG bottling capacity of 23.1 Million Metric Tonnes per annum. Most
bottling plants of PSU OMCs currently operate in single or double shifts only. Actual LPG
bottling can be further enhanced significantly by increasing the number of shifts per day as
per need. State/UT-wise number of LPG bottling plants and their Bottling Capacity is
detailed at Annexure-A.
During last 10 years, PSU OMCs have commissioned 28 new LPG Bottling Plants (BPs)
thereby augmenting the bottling capacity by 9079 Thousand Metric Ton
nes Per Annum (TMTPA), details of which have been given below:-

HPCL Indore 120(b): Ongoing new bottling projects and capacity augmentation projects of existing bottling
plants in PSU OMCs will add 800 TMTPA of additional bottling capacity in the country.
Details of ongoing LPG infrastructure projects across the country are at Annexure-B.
(c): Currently, PSU PMCs do not have any plans to set up a new LPG bottling plant in Jalore
or Sirohi districts of Rajasthan. The details of existing bottling plants of PSU OMCs serving
the consumers of Jalore and Sirohi districts are as below:

(d): Over the past 10 years, PSU OMCs have taken significant steps to increase the
transportation of LPG through pipelines across India. Collectively, the industry has expanded
pipeline usage both in terms of modal share and absolute volumes. In volume terms, PSU
OMCs pipeline movement has grown from 5,159 TMT in 2014 to 14,165 TMT in 2025. This
consistent upward trend across all OMCs indicates a strong industry-wide shift towards
greater reliance on pipelines for bulk LPG transportation, resulting in enhanced efficiency
and safety, reduced logistics costs and improved supply chain reliability. Details of LPG
pipelines added in last 10 years by OMCs including joint venture companies and ongoing
projects are at Annexure-C.
(e): Over the past decade, OMCs have undertaken significant capacity expansion of LPG
import and storage infrastructure to enhance LPG supply security in a volatile global
environment. Government, from time to time, also evaluates the possibility of augmentation
of storage capacities based on technical and commercial feasibility. Assessment of new sites
for establishing additional petroleum reserves is a continuous process.
