(a) whether National Geospatial Knowledge-Based Land Survey of Urban Habitations
(NAKSHA) capacity programme would help in reducing scope for land-related fraud and
disputes;
(b) if so, details thereof; and
(c) the time by which the NAKSHA programme would be expanded throughout the country,

(a) & (b) Yes Sir. The NAKSHA Programme, being implemented by the Department of Land
Resources (DoLR), is designed to create geospatially-enabled, clear, and legally verifiable urban
land records. One of its key objectives is to minimize land-related frauds and disputes by
providing legal clarity and transparent property records. The programme promotes legal clarity
by producing scientifically validated and spatially referenced property records that can serve as
legal evidence of ownership, thereby reducing ambiguities in landholding and curbing the scope
for fraudulent or disputed transactions. These records will be hosted online on a dedicated Web-
GIS platform as well as the respective State/UT government portals for easy public access.
The capacity building component under NAKSHA is a core pillar that ensures all stakeholders,
including State/UT and Urban Local Body (ULB) officials, field survey teams, and technical
agencies are trained in standard procedures for aerial data acquisition, ground survey, data
validation, and conflict resolution. This helps in ensuring consistency, accuracy, and uniformity
in survey and data management processes.
1(c) NAKSHA follows a phased implementation strategy. The pilot phase is currently underway
across 157 ULBs in the country to test methodologies and establish best practices.
In the State of Karnataka, 10 ULBs have been selected under the ongoing pilot phase of the
NAKSHA Programme. These are:
