Parliament Question: Expenditure on consultancy services

4452. SHRI DEREK O' BRIEN:

Will the PRIME MINISTER be pleased to state:

(a) the year-wise number of consultants engaged by all the Central Ministries/Departments during the last five years and as on date;

(b) the year-wise expenditure incurred on consultancy services during that period;

(c) whether consultants are individuals or firms, name of firms, mode of selection, contract period (start/end dates) and contract value; and

(d) the number of instances where consultancy services were extended/renewed without a fresh tender, along with the reasons? ANSWER MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH)

(a) to (d): The General Financial Rules (GFR), 2017, administered by Department of Expenditure, Ministry of Finance, provides for the fundamental principles applicable to all Ministries or Departments regarding engagement of consultant(s)/ external professionals, consultancy firms for a specific job. As informed by Department of Expenditure, data regarding engagement of Consultants is maintained by respective Ministries/ Departments.
