GOVERNMENT OF INDIA MINISTRY OF FOOD PROCESSING INDUSTRIES LOK SABHA UNSTARRED QUESTION NO. 3015 ANSWERED ON 06TH AUGUST 2026 EXPRESSION OF INTEREST FOR APC SCHEME 3015. ADV GOWAAL KAGADA PADAVI: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) the number of Expression of Interest (EoIs) received for Agro Processing Clusters (APC) Scheme in Maharashtra post-2020 and project approved, district-wise; (b) the status of the twelve Maharashtra APC projects including original timelines, current physical progress, revised completion timelines with penalties, if any, imposed on execution agencies; (c) the grant utilization percentage and specific reasons for prolonged “Under Implementation” status for the same; and (d) the concrete steps taken to provide market access and reduce post-harvest losses via. Pradhan Mantri Kisan Sampada Yojana (PMKSY) and Production Linked Incentive Scheme for Food Processing Industries (PLISFPI), including number of beneficiaries and value addition units established thereof? ANSWER THE MINISTER OF FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN) (a): The Ministry of Food Processing Industries (MoFPI) has been implementing the Scheme for Creation of Infrastructure for Agro Processing Clusters (APC) since 2017 as a component scheme of the Pradhan Mantri Kisan Sampada Yojana (PMKSY). Proposals under the APC Scheme are invited from prospective investors / entrepreneurs through Expressions of Interest (EoIs) issued by MoFPI from time to time. The district-wise details of EoIs received for APCs in Maharashtra post-2020 and projects approved are at Annexure-I. (b) to (c): The status of twelve approved projects under APC Scheme in the State of Maharashtra, including original timelines, current physical progress and grant utilization percentage is at Annexure- II. The Ministry considers and accords extensions in timelines under the Scheme Guidelines. Further, the delay in implementing the projects is mainly due to project-specific issues such as delay in obtaining statutory clearances, including planning implementation, land acquisition, regulatory clearances, market linkages and technology adoption and penalty, wherever applicable, is imposed on the Project Implementing Agency for delay in completion of the project, in accordance with the provisions of the Scheme Guidelines. (d): The component schemes under PMKSY provide financial assistance in the form of grants-in- aid/subsidy. The scheme is aimed at creating modern food processing infrastructure and value addition facilities, strengthening the food processing sector, reducing post-harvest losses, enhancing the processing and preservation of agricultural produce, generating employment, and providing better remuneration to farmers.As of 30.06.2026, under PMKSY, 1735 projects have been approved (1,256 completed/operational), benefiting 37.76 lakh farmers, generating 9.16 lakh jobs, and creating 294.21 LMT per annum of processing/preservation capacity. PLISFPI provides performance-linked incentives on incremental sales to promote domestic processing, value addition, capacity expansion, and modernization. Its Branding & Marketing Abroad component grants 50% of eligible expenditure, capped at 3% of sales or ₹50 crore annually, whichever is less. Under PLISFPI, in Maharashtra, 41 manufacturing units are operational and Rs.1368.71 crore have been invested.
