Parliament Question: Extension of Deadline of Jal Jeevan Mission

SHRI K C VENUGOPAL: Will the Minister of JAL SHAKTI be pleased to state: (a) the total Central funds released under the Jal Jeevan Mission (JJM) since January 2025, State-wise including Kerala; (b) the details of works carried out between January and December 2025 along with the pending Central reimbursement ; (c) whether funding delays have affected JJM implementation in various States since 2025 and if so, the details thereof, State-wise; and (d) the reason for extending the national deadline of JJM to December 2028? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI V. SOMANNA) (a) to (d) Since August 2019, Government of India is implementing Jal Jeevan Mission (JJM) – Har Ghar Jal, in partnership with States/ UTs including Kerala, to make provision of safe and adequate tap water connection to every rural household of the country. The Union Cabinet had approved the implementation of JJM from 2019-20 to 2023-24 with central outlay of Rs. 2,08,652 crore. Against the allocated fund, almost entire fund has been utilized. During the mission period, the State of Kerala was allocated Rs.7,955.85 crore, of which State was able to draw Rs.5,610.31 crore only. The State/UT-wise details of funds drawn, reported utilization of central and state share under JJM is available in public domain and is accessible through JJM dashboard at: https://ejalshakti.gov.in/JJM/JJMReports/Financial/JJMRep_StatewiseAllocationReleaseExp enditure.aspx Drinking Water being a State subject, it is States, who plan, design, approve and implement drinking water supply schemes. Government of India supplements the efforts of the States by providing technical and financial assistance. Numerous projects are implemented concurrently at various levels across the States for achieving the envisaged objectives. Further, project-wise details of individual projects/ schemes for rural water supply projects are maintained at the State Government level. To achieve 100 per cent coverage through continued implementation of mission with focus on quality of infrastructure and operation & maintenance (O&M) of rural piped water supply schemes for long term sustainability and citizen centric water service delivery, Hon'ble Finance Minister during her budget speech 2025-26 had announced extension of JJM until 2028 with enhanced total outlay. *****
