be pleased to state:

(a) the number of farmers in the State of Tamil Nadu benefited from Agriculture schemes like PM-KISAN and PM-Fasal Bima Yojana (Crop insurance) during the last five years, district-wise;

(b) the number of banks/branches and digital banking facilities expanded in rural areas of Tamil Nadu to facilitate such schemes;

(c) the details and the number of farmers in Tamil Nadu, who pays premium for crop insurance under PMFBY and the number of farmers who have received insurance during the last five years, district-wise including Mayiladuthurai district; and

(d) the number and details of the private companies empanelled and active in crop insurance market of India and the number of claims received and approved by them, during the last five years, State-wise? (a) & (b): The PM-KISAN scheme is a central sector scheme launched in February 2019 by the Hon’ble Prime Minister to supplement the financial needs of farmers with cultivable land-holding. Under the scheme, a financial benefit of ₹ 6,000/- per year is transferred in three equal instalments, into the Aadhaar seeded bank accounts of farmers through Direct Benefit Transfer (DBT) mode. Under the PM-KISAN Scheme, cultivable landholding is primary eligibility criteria to receive benefit of the Scheme subject to certain exclusions relating to higher economic status.

A farmer-centric digital infrastructure has ensured the benefits of the scheme reach all the farmers across the country without involvement of any intermediaries. Maintaining absolute transparency in registering and verifying beneficiaries, the Government of India has disbursed over ₹ 4.09 lakh Cr. through 21 installments since inception of the Scheme.District-wise, Instalment-wise details of farmers benefitted under PM-KISAN in Tamil Nadu is at Annexure-1.

Pradhan Mantri Fasal Bima Yojana (PMFBY) and weather index based Restructured Weather Based Crop Insurance Scheme (RWBCIS) is being implemented from Kharif 2016 to provide financial support to farmers suffering crop loss/damage arising out of natural calamities, adverse weather incidence and to stabilize the income of farmers etc.

Extremely low premium rate across the country for the season is charged from the famers, which is maximum 2% of sum insured for Kharif crops, maximum 1.5% of sum insured for Rabi crops and maximum 5% of sum insured for commercial/horticultural crops. Remaining part of actuarial premium is shared by the Central and State Government on 50:50 basis except North Eastern States (from Kharif 2020) and Himalayan States (from Kharif 2023) where it is shared in the ratio of 90:10. This scheme is voluntary for States and farmers as well and Govt. of Tamil Nadu have been implementing the scheme since inception of the scheme i.e from Kharif 2016. All willing farmers are eligible to enroll under the scheme.

The list of banks implementing the Pradhan Mantri Fasal Bima Yojana (PMFBY) scheme in Tamil Nadu in FY 2024-25 is at Annexure - 2.

(c): The number of farmer applications enrolled and benefitted in Tamil Nadu under PMFBY/RWBCIS during the last five financial years, i.e. FY 2020-21 to FY 2024-25 (as on

31.12.2025) are at Annexure - 3.

(d): There are 20 empanelled general Insurance companies including 5 public Sector Companies out of which, 16 companies are implementing the crop insurance schemes across States and UTs.
