SHRI KAUSHALENDRA KUMAR: SHRI RAMPRIT MANDAL: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी be pleased to state: (a) the number of farmers benefitted from the Digital Agriculture Mission in the State of Bihar, so far; (b) the amount of funds spent by the Government under the mission for the farmers of Bihar; and (c) the manner in which the Government provides assistance to the farmers having no smartphones and the details thereof? ANSWER THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण रा(cid:475) मं(cid:361)ी (SHRI RAMNATH THAKUR) (a): The Government has approved the Digital Agriculture Mission in September 2024. The Mission envisages the creation of a Digital Public Infrastructure (DPI) for Agriculture, Such as AgriStack, Krishi Decision Support System, a Comprehensive Soil Fertility & Profile Map and other IT initiatives undertaken by the Central Government/State Government to enable a robust digital agriculture ecosystem in the country. This, in turn, would drive innovative farmer-centric digital solutions and make them reliable. Crop-related information is available to all farmers on time. The AgriStack DPI consists of three foundational registries or databases associated with the agriculture sector, i.e., Geo-Reference Village Maps, Crop Sown Registry, and the Farmers Registry, all created and maintained by the State Governments/ Union Territories. The state Farmer Registry under the digital agriculture mission covers all the landholding farmers, including women farmers. The farmer registry application also has the provision to onboard the tenant and lessee farmers. A State can decide to include such farmers in the farmers' registry as per the state’s policy on tenants and lessee farmers. As of 30.01.2026, more than 8.39 Crore Farmer IDs have been generated, including 28.62 lakh Farmer IDs in the State of Bihar. Further, in Kharif 2024, Digital Crop Survey (DCS) has been conducted in 604 Districts covering more than 28.5 crores plots, including 1.54 crores plots of Bihar in 38 Districts.(b): The Government has allocated Rs. 138.6 Crore under FY 2025-26 to conduct the Digital Crop Survey in the State of Bihar. Further, the Government is also providing administrative and technical support to all the States for the implementation of AgriStack, such as. i. Providing training to the State officials. ii. Software for Farmer ID and Digital Crop Survey. iii. Support for hiring human resources for creating a Project Monitoring Unit. iv. Providing Cloud Infrastructure for implementing the project. v. Providing funds to conduct the Digital Crop Survey. vi. Providing funds to strengthen the IT infrastructure in the States/UTs. vii. The Department of Expenditure (DoE), Ministry of Finance, has announced a Scheme for Special Central Assistance (SCA) to States for Capital Investment during 2025-26 with a total allocation of Rupees 6000 Crores. viii. Further, the Government has advised the States to adopt a Camp-mode approach, under which financial assistance of Rs. 15,000 per camp has been provisioned to the States to encourage States to organise field-level camps and mobilise local administration. ix. To accelerate the creation and verification of the Farmers’ Registry, Rs. 10/- per Farmer ID has been provisioned from the administrative fund of the PM KISAN Scheme. This amount will be utilised to provide an honorarium to the field functionaries involved in the creation of the Farmers’ Registry. (c): Smartphones are becoming available and accessible to everyone, and major telecom companies of India have reached almost every corner of the country with their services. However, additional steps have been taken to ensure that farmers without mobile phones can also benefit from digital services. Such farmers can register themselves on AgriStack and avail services and benefits by utilising existing support facilities like Farmers Producer Organisations (FPOs), Krishi Sakhis and Common Service Centres (CSCs). The States are also organising camps so that no farmer is left out of the benefits of Agristack. The Government is also making digital applications available in local languages through the integration of Bhashini Platforms. ****
