(a) the details of the objectives and key features of the newly launched Coal Land Acquisition
Management and Payment (CLAMP) Portal and Coal Shakti digital platform;
(b) the details of level of expectations from the CLAMP portal with regard to simplification of the
processes in the coal sector;
(c) whether any complaints have been received so far regarding the operation of the CLAMP
portal;
(d) if so, the details of data and operational parameters that have been integrated in the Coal Shakti
dashboard; and
(e) whether these platforms have been developed to strengthen coordination between coal
companies, railways, ports and other agencies and if so, the details thereof?

(a): Coal Land Acquisition and Management Portal (CLAMP) is a digital, unified platform created
by the Ministry of Coal for land acquisition under Coal Bearing Areas (Acquisition and
Development) Act, 1957 (CBA Act). It acts as a central repository in digitised form for land records
with respect to the land acquired under the CBA Act and contributes to citizen-centric governance.
Affected persons can verify the uploaded information, check the status of their claims or see how
their grievance is being handled.
Koyla Shakti Dashboard is a centralized platform to provide real-time insights into coal
production, logistics and consumption. Key features of this portal are improved visibility across
coal supply chain, effective monitoring of coal logistics, planning & action for decision making,
identifying bottlenecks & delays for faster resolution and enable integration among systems.(b): CLAMP is designed to streamline and digitize the entire process of land acquisition under the
CBA Act, starting from submission of application, uploading of land details, processing and
approval of application, tracking various steps of acquisition progress, possession and
compensation etc., monitoring and tracking of payment of compensation to landowners, and
monitoring of Rehabilitation & Resettlement (R&R) of affected families.
(c): No complaint has been received regarding the operation of the CLAMP portal.
(d): Koyla Shakti Dashboard has integrated data of coal production and supply chain from coal
PSUs and private mines, Railways, ports, power plants (CEA), customs, MoRTH (VAHAN,
FASTag) and State Governments (e-Khanij portal). The Koyla Shakti Dashboard integrates key
operational parameters such as real time coal production, dispatch, mine-end stocks, rake
allocation and loading performance, rail movement status, port stock and vessel schedules, and
power plant coal consumption and critical stock levels. These datasets provide an end-to end
view of the coal supply chain for coordinated decision-making.
(e): Coal Land Acquisition and Management Portal (CLAMP) is designed to enhance coordination
among coal companies and various agencies and provide data integration and monitoring so as to
contribute to improved transparency and accountability, and reduced delays.
Koyla Shakti Dashboard has been designed to enhance real-time coordination among coal
companies, Railways, ports and power utilities. It integrates production, dispatch, rake movement
and stock data on a single digital platform, enabling faster and more efficient inter-agency
decision-making.
