Fertilizer availability in Odisha
344: SHRI MUZIBULLA KHAN:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether adequate supply of urea and other fertilizers has been ensured in the State
of Odisha;
(b) the availability during the last Kharif and Rabi seasons, district-wise;
(c) the steps taken to prevent black-marketing and diversion;
(d) the fertilizer subsidy provided to Odisha farmers; and
(e) whether new fertilizer storage or distribution units are planned in the State?
ANSWER

(a) & (b) The availability of fertilizers viz. Urea, DAP, MOP and NPKS has remained
adequate in the State of Odisha during the Rabi 2024-25, Kharif 2025 and ongoing Rabi
2025-26 season. The information regarding requirement, availability, sales and closing
stock of these fertilizers in the State of Odisha during the said period is placed as
Annexure-A.
However, the distribution of fertilizers within the State at district level is done by the
respective State Government. As informed by the State Government of Odisha, the
information regarding availability, sales and closing stock of all fertilizers in the districts of
the State, during Rabi 2024-25, Kharif 2025 and ongoing Rabi 2025-26 season (till
28.01.2026) is placed as Annexure-B.
(c) In order to address the issues of black-marketing, hoarding and diversion, fertilizers
are declared as an essential commodity under the Essential Commodities Act, 1955 and
notified under Fertilizer Control Order, 1985. State Governments are empowered to take
action against persons involved in said malpractices, as per provisions of EC Act. Any
complaints received at Department of Fertilizers level regarding these malpractices is sent
to concerned State Government to take appropriate action under Essential Commodities
Act, 1955 and Fertilizer Control Order, 1985.-2-
Accordingly, as per the information received from the State Government of Odisha, during the
period from 01.04.2025 to 09.01.2026, to curb such malpractices, 2,117 show-cause notices
were issued, 114 licences were cancelled/suspended and 7 FIRs were registered.
(d) Under 'DBT in Fertilizers system, 100% subsidy on various fertilizer grades is released
to the fertilizer companies on actual sales to the beneficiaries based on Aadhar authentication
through PoS devices installed at each retail shop. Accordingly, all farmers including those in
Odisha are being supplied fertilizers at the subsidized rates. Rs. 1,77,129.50 Cr. was provided
as fertilizer subsidy by the Government during the last financial year (Kharif 2024 and Rabi
2024-25).
(e) As per information received from the State Government of Odisha, the State has
taken steps to create new storage facilities for prepositioning of fertilizers during lean period.
The Cooperation Department has been requested to upgrade the retail
PACS/LAMPCS to Wholesale dealer those who have sufficient godown facilities & business
potential.
The Agriculture & FE has also taken steps to promote new dealers at State/ District
level for timely availability & smooth distribution of fertilizer.
Besides new manufacturing permission both from outside the State/ inside the State
are being issued to create additional storage & distribution channels for smooth availability
fertilizer in all corner of the State.
For prepositioning of fertilizers during the lean period of requirement, a corpus fund
of Rs 150.00 crore has been formed and given to MARKFED for purchase and store enough
quantity of fertilizers.
