Parliament Question: Fertilizer Manufacturing Units in Bihar

GOVERNMENT OF INDIA MINISTRY OF CHEMICALS & FERTILIZERS DEPARTMENT OF FERTILIZERS LOK SABHA UNSTARRED QUESTION NO. 5659 TO BE ANSWERED ON: 27.03.2026 FERTILIZER MANUFACTURING UNITS IN BIHAR 5659. SHRI JANARDHAN SINGH SIGRIWAL: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the number of fertilizer manufacturing units operational in Bihar, location- wise; (b) whether the Government proposes to establish new fertilizer manufacturing units/nano-fertilizer plants to enhance self-sufficiency in Bihar and if so, the details thereof along with the timeline for their establishment; (c) whether steps have been taken to revive closed fertilizer plants in Bihar through public-private partnerships/central funding and if so, the details thereof, location-wise; (d) whether the operational and upcoming plants are meeting local demand for urea and other fertilizers for agriculture in Bihar and if so, the details thereof; and (e) the details of production capacity, employment generation, investment made and future expansion plans for fertilizer plants in Bihar along with challenges, if any, being faced in their functioning? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS & FERTILIZERS (SMT. ANUPRIYA PATEL)-2- (a) to (e): With regard to urea, the Government had announced New Investment Policy (NIP) – 2012 on 2nd January, 2013 and its amendment on 7th October, 2014 to facilitate fresh investment in the urea sector and to make India self- sufficient in the urea sector. Total 6 new urea units have been set up under NIP- 2012 which includes 4 urea units set up through Joint Venture Companies (JVC) of nominated PSUs and 2 urea units set up by the private companies. The units set up through JVC are Ramagundam urea unit of Ramagundam Fertilizers and Chemicals Ltd (RFCL) in Telangana and 3 urea units namely Gorakhpur, Sindri and Barauni of Hindustan Urvarak & Rasayan Limited (HURL) at Gorakhpur in Uttar Pradesh, Sindri in Jharkhand and Barauni in Bihar, respectively. The Barauni unit has started Urea production on 18.10.2022 and has added urea production capacity of 12.7 LMTPA. Further, the Government of India is not directly involved in the setting up of Nano Fertilizer Plants. Overall, 10 Nano Urea plants have been setup by PSUs and other Fertilizer Companies across the country. The total production capacity of all these Nano Urea plants presently in operation is 43.58 crore bottles (500 ml each) per annum. Similarly, Fertilizer Companies have setup 3 Nano DAP plants with a total production capacity of 7.64 crore bottles (500 ml each) per annum across the country. Also, a unit of M/s Indian Potash Limited manufactures SSP and is situated at Muzaffarpur, Bihar. The Government has implemented Nutrient Based Subsidy (NBS) Scheme w.e.f. 01.04.2010 for Phosphatic and Potassic (P&K) Fertilizers. Under the Scheme, P&K fertilizers are covered under Open General License (OGL) and companies are free to import/manufacture these fertilizers as per their business dynamics. Similarly, establishing of new manufacturing facility is business decision of the companies. ****
