GOVERNMENT OF INDIA MINISTRY OF CHEMICAL AND FERTILIZERS DEPARTMENT OF FERTILIZERS RAJYA SABHA UNSTARRED QUESTION NO 346 TO BE ANSWERED ON: 03.02.2026 Fertilizer PoS System and Leakages 346: Dr. Syed Naseer Hussain Will the Minister of CHEMICALS ANS FERTILIZERS be pleased to state: (a) The number of fertilizer retail outlets covered under the Point of Sale (PoS) system and Aadhaar-linked sales, as of 31st December 2025; (b) Whether any audits or studies in the last two years have been found persistent diversion or black-marketing of subsidized fertilizers despite PoS and DBT and if so, the estimated quantum and States involved: and (c) The steps taken to plug such leakages and their measured impact on subsidy efficiency? ANSWER THE MINISTER OF STATE IN MINISTRY OF CHEMICAL AND FERTILIZERS (SMT. ANUPRIYA PATEL) (a) There are a total of 248918 (Two Lakh Forty Eight Thousand Nine Hundred and Eighteen Rupees only) retailers across the nation covered under the Point of Sale (PoS) system and Aadhaar-linked sales, as of 31st December 2025. The State wise break up is placed at Annexure-I. (b) & (c) Fertilizers are declared as an essential commodity under the Essential Commodities Act, 1955 and notified under Fertilizer Control Order, 1985. State Governments are empowered to take action against persons involved in black-marketing/ overpricing, as per provisions of EC Act. Any complaints received at Department of Fertilizers level regarding black marketing/over-pricing of fertilizers is sent to concerned State Government to take appropriate action under Essential Commodities Act, 1955 and Fertilizer Control Order, 1985.
