Fertilizer production, availability, subsidy and imports

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the year-wise production and consumption of key fertilizers in terms of quantity including
Urea, DAP, MOP and NPK, across all States and Union Territories during the last three years;
(b) the current State-wise availability of these fertilizers, including quantity in stock and shortages
reported;
(c) the year-wise Maximum Retail Prices and Subsidy rates provided under the Nutrient Based
Subsidy (NBS) Scheme; and
(d) the year-wise quantity and value (in INR) of fertilizer imports into the country during 2023–
2025, including a breakup of imports by major supplier countries ?

PRODUCTION, AVAILABILITY, SUBSIDY AND IMPORTS.
(a) to (b):The year-wise production of major fertilizers in the major fertilizer manufacturing units
during the last three years from 2022-23 to 2024-25are given at Annexure-I. The availability of
fertilizers viz. Urea, DAP, NPKS and MOP has remained adequate across all the States and Union
Territories during the last three years. The information regarding requirement, availability, sales
and closing stocks of these fertilizers during the said period and the ongoing FY 2025-26 (Kharif
2025 & Rabi 2025-26 so far) is placed at Annexure-II (A-E).
(c) : The Government has implemented Nutrient Based Subsidy Scheme w.e.f. 01.04.2010
for Phosphatic and Potassic (P&K) Fertilizers. Under NBS Scheme, MRP of P&K fertilizers are
decontrolled and companies are free to fix MRP as per their business dynamics at a reasonable
level. The NBS subsidy is provided to manufacturer / importer on notified P&K fertilizers on its
PoS sale during the season, depending on their nutrient content to ensure availability of
fertilizers to farmers. Details of NBS subsidy on per 50 Kg bag of key P&K Fertilizers and their
MRP are given as under:
