Fertilizer Subsidies
4740. Shri Kodikunnil Suresh:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the total amount allocated and disbursed towards fertilizer subsidy during
the last three years and the current year, fertilizer-wise (Urea, DAP, MOP,
NPK, etc.) and year-wise;
(b) whether the Government has made any changes in the Nutrient Based
Subsidy (NBS) rates or Urea subsidy during the said period and if so, the
details thereof;
(c) the distribution of subsidised fertilizers during the last three years in the
country, State-wise including quantities supplied to Kerala;
(d) whether the Government has made any assessment regarding the impact
of rising international prices of raw materials and natural gas on fertilizer
subsidy burden and retail prices to farmers; and
(e) the steps taken by the Government to ensure timely availability of fertilizers
at affordable prices to farmers and to prevent black marketing, diversion or
overpricing?

(a): The details of the total amount allocated and disbursed towards fertilizer
subsidy by the Government during the last three years and the current year i.e., from
years 2022-23 to 2025-26 (as on 16.03.2026) are as follows:(Figures in Rs.Crore)

(b): Under Nutrient Based Subsidy (NBS) scheme, subsidy is fixed annually/ bi-
annually for each financial year/ cropping season for nutrients Nitrogen (N),
Phosphorus (P), Potash (K) and Sulphur (S) on per kg basis which is converted into
subsidy per ton depending upon the nutrient content in each grade of P&K fertilizers.
Details of Nutrient Based Subsidy (NBS) rates for last three years are as under:(Figures in Rs. Per Kg)

Under the Urea Subsidy Scheme, Urea is provided to the farmers at a statutorily
notified Maximum Retail Price (MRP). The MRP of 45 kg bag of urea is Rs.242 per
bag (exclusive of charges towards neem coating and taxes as applicable). The
difference between the delivered cost of urea at farm gate and net market realization
by the urea units is given as subsidy to the urea manufacturer/importer by the
Government of India. Accordingly, all farmers are being supplied urea at the
subsidized rate.
(c): The availability of fertilizers viz. Urea, DAP, MOP and NPK has remained
adequate in the country including the State of Kerala during the last three FYs i.e.
2022-23, 2023-24 and 2024-25. The information regarding requirement, availability
and sales of these fertilizers during the said period is placed at Annexure.
(d) & (e): Under the Urea Subsidy Scheme, Urea is provided to the farmers at a

The difference between the delivered cost of urea at farm gate and net market
realization by the urea units is given as subsidy to the urea manufacturer/importer by
the Government of India. Accordingly, all farmers are being supplied urea at the
subsidized rates. The Concession rate i.e. normative cost of production of Urea
consists of two components namely Fixed costs and Variable costs. The fixed Cost
component comprises of the Conversion cost, Capital related cost and selling
expenses, which varies from unit to unit whereas variable cost consists of the cost of
bag, water and energy cost which is pass-through item. Any change in price of gas
impact the urea subsidy burden of the Government.
The Government has implemented Nutrient Based Subsidy (NBS) Scheme w.e.f.
01.04.2010 for Phosphatic and Potassic (P&K) Fertilizers. Under NBS policy, the
subsidy is provided to manufacturer/ importer on notified P&K fertilizers on its PoS
sale during the season, depending on their nutrient content to ensure availability of
fertilizers to farmers. The Government monitors international prices of key fertilizers
and raw materials and fluctuations, if any, are subsumed while fixing NBS rates for
P&K fertilizers annually / bi-annually to ensure affordable supply of P&K fertilizers to
the farmers. Further, to ensure affordability, special provisions like Rs. 3500 per MT
to cover 'Other Costs' which includes costs incurred from factory gate to farm gate,
advantage / disadvantage due to increase / decrease in international prices, provision
for GST component included in the MRP and provision for reasonable return @ 4% of
net MRP (MRP-GST) have been extended to both imported and domestic DAP and
imported TSP over and above NBS subsidy for Kharif 2025 and Rabi 2025-26
seasons.The following Steps are taken by the Government every season for ensuring
timely and adequate supply of fertilizers across the country, including the State of
Kerala:
i. Before the commencement of each cropping season, Department of Agriculture
and Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise& month-wise requirement of fertilizers.
ii. On the basis of requirement projected by DA&FW, D/o Fertilizers allocates
adequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.
iii. The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web based monitoring system called integrated Fertilizer
Management System (iFMS);
iv. Regular Weekly Video Conference is conducted jointly by DA&FW and D/o
Fertilizers with State Agriculture Officials and corrective actions are taken to
dispatch fertilizers as indicated by the State Governments.
v. The distribution of fertilizers within the State is done by the respective State
Government.
In addition, in order to address the issues of hoarding, diversion and black-
marketing, fertilizers are declared as an essential commodity under the Essential
Commodities Act, 1955 and notified under Fertilizer Control Order, 1985. State
Governments are empowered to take action against persons involved in said
malpractices, as per provisions of EC Act. Any complaints received at Department of
Fertilizers level regarding these malpractices is sent to concerned State Government
to take appropriate action under Essential Commodities Act, 1955 and Fertilizer
Control Order, 1985.
