Fertilizer subsidy and supply of urea to farmers
2743. SHRI GOLLA BABURAO:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Union Cabinet has approved 38,000 crore fertilizer subsidy
on P&K for Rabi season 2025-26 to supply crop nutrients to farmers at
affordable rates;
(b) if so, the details thereof;
(c) whether the above money is sufficient to meet the fertilizer subsidy;
(d) whether Government supplied the necessary urea during Kharif season
since farmers from many States, including Andhra Pradesh are suffering
for not getting urea in time; and
(e) if so, the details thereof with regard to Andhra Pradesh during current
Rabi season and last Kharif season?
ANSWER

(a) to (c): In case of Phosphatic and Potassic (P&K) fertilizers, Government has
implemented Nutrient Based Subsidy (NBS) Policy w.e.f. 01.04.2010. Under the policy,
a fixed amount of subsidy, decided on annual/bi-annual basis, is provided to
manufacturer / importer on subsidized P&K fertilizers depending on their nutrient
content i.e. Nitrogen (N), Phosphorus (P), Potassium (K) and Sulphur (S). Under NBS
Scheme, P&K fertilizers are decontrolled and fertilizer companies are allowed to fix
MRP as per market dynamics at reasonable level which is monitored by the
Government. Relevant factors like requirement of nutrients in the country, balanced
use of fertilizers, subsidy burden and MRP of fertilizers are taken into account while
recommending the subsidy rates for different nutrients. Taking these factors into
consideration the Government has approved ₹ 37,952.29 Cr. fertilizer subsidy on P&K
for Rabi season 2025-26.
(d) & (e): The availability of Urea has remained adequate across the country during
the Kharif-2025 season and ongoing Rabi 2025-26 season, including the State of
Andhra Pradesh. The State-wise information regarding the requirement, availability,
sales, and closing stock of Urea during the Kharif 2025 and the ongoing Rabi 2025–
26 season (till 11.03.26), including that of the State of Andhra Pradesh, is placed at
Annexure.
