Will the Minister of JAL SHAKTI be pleased to state:
(a) the total number of households that have been provided Functional Household Tap
Connections (FHTCs) under the Jal Jeevan Mission in Assam;
(b) the current shortfall in achieving universal household tap connections in the said State;
(c) the reasons for delays, if any, in meeting the targets; and
(d) the details of funds yet to be released to the State Government of Assam under the said
Mission?

(a) to (d) Since August 2019, Government of India, in partnership with States including Assam,
is implementing Jal Jeevan Mission (JJM)-Har Ghar Jal to enable every rural household in the
country, to have assured potable water through tap connection. Drinking water is a State
subject, and hence, the responsibility of planning, approval, implementation, operation, and
maintenance of drinking water supply schemes, including those under the Jal Jeevan Mission,
lies with the respective State/UT Governments. The Government of India supports the States
by providing technical and financial assistance.
As reported by State Govt. of Assam, at the beginning of Jal Jeevan Mission in August 2019,
only 1,11,311 rural households were reported to have tap water connection. As on 15.12.2025,
total 58,98,701 (81.65%) out of 72,24,242 rural households have been provided tap water
connection in the State of Assam, round 57,87,390 additional rural households have been
provided tap water connection under the mission.
Some major challenges, viz. presence of contaminants in ground water and capacity of Gram
Panchayats and local communities to plan, manage, operate & maintain the water supply
schemes, and delay in release of the matching State share in some States especially during the
Covid-19 pandemic, etc. are being faced in the implementation of JJM.
Page 1 of 2Union Cabinet had approved the implementation of the Jal Jeevan Mission for five years i.e.
from 2019-20 to 2023-24. During this period, the States/UTs were to complete planning,
approval, implementation of water supply schemes under the Mission. It had also been clarified
to all States/UTs including Assam through various communication and review meetings that
Central financial support under JJM may be made available for utilization during Mission
period only and any additional liabilities shall be borne by States from their own resources.
Further, considering the progress achieved so far and ongoing works, Hon’ble Finance Minister
has announced extension of Jal Jeevan Mission till December 2028 with enhanced total outlay
through budget announcements 2025-26. Central grants-in-aid may be released to eligible
States only after getting approval from the competent authority for the extension of the Jal
Jeevan Mission with the enhanced outlay and following the issuance of the corresponding
guidelines.
