(d) To ensure transparency and accountability in the utilisation of Central Finance
Commission grants by Panchayati Raj Institutions in the States, including Chhattisgarh, a
portal has been made available to State Governments for concurrent monitoring at the State,
District, and Block levels. In April 2020, the Ministry launched the eGramSwaraj web portal
(https://egramswaraj.gov.in), which integrates all financial functions of Panchayats—from
planning to payment. The progress data obtained from this system is displayed on the portal
for monitoring.
States can utilize the eGramSwaraj application to systematically oversee the use of
Central Finance Commission grants. Through its Planning module, States track how PRIs
incorporate local needs into their development plans, ensuring alignment with budgetary
provisions. The Progress Reporting module enables monitoring of physical and financial
progress related to grant-funded activities, while the Accounting module ensures detailed
tracking of financial transactions and expenditure patterns. Together, these features provide
States with a comprehensive understanding of grant utilization, enabling more effective and
transparent allocation andmanagementof resources.
To further enhance transparency, the Ministry has integrated eGramSwaraj with the
Public Financial Management System (PFMS) for Gram Panchayats (GPs), facilitating
realtime digital payments to vendors and service providers. Additionally, the AuditOnline
application was launched in April 2020 to enable online auditing of Panchayat accounts and
their financial management. This tool supports transparent utilization of Central Finance
Commission funds andstrengthens Panchayat-level financialoversight.
