SHRI PRADEEP PUROHIT: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी be pleased to state: (a) the details of financial assistance released by the Union Government to the State of Odisha during the last three financial years and the current financial year, scheme-wise and year wise; (b) the number of beneficiaries covered under each scheme in the district of Bargarh and Jharsuguda during the said period, scheme-wise and year-wise; (c) whether Utilisation Certificates (UCs) in respect of the funds released under these schemes have been submitted by the State Government of Odisha, if so, the details thereof, scheme-wise and year-wise; and (d) if not, the reasons for non-submission of Utilisation Certificates and the action taken or proposed to be taken by the Union Government in this regard? ANSWER MINISTER OF AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी (SHRI SHIVRAJ SINGH CHOUHAN) (a) to (d): A statement is laid on the table of the house.STATEMENT REFERRED TO IN REPLY TO PART (a) to (d) OF LOK SABHA STARRED QUESTION NO. 53 DUE FOR ANSWER ON 3RD FEBRUARY, 2026 ON “FINANCIAL ASSISTANCE TO ODISHA” (a) to (d): Government of India is implementing a comprehensive range of Central Sector as well as Centrally Sponsored Schemes and programmes for the welfare of farmers in the country, including Odisha. These schemes encompass entire spectrum of agriculture including credit, insurance, income support, infrastructure, crops including horticulture, seeds, mechanization, marketing, organic and natural farming, farmer collectives, irrigation, extension, procurement of crops from farmers at minimum support prices and digital agriculture. The list of schemes implemented by Department of Agriculture and Farmers Welfare (DA&FW) across the country, including Odisha, is attached as Annexure I. The details of financial assistance released by the Union Government to the State of Odisha during the last three financial years and the current financial year are attached as Annexure II. However, funds under most schemes are released to the State Government, and district-wise financial allocations are not maintained centrally in all cases. Further, under various schemes implemented by DA&FW, for Centrally Sponsored Schemes, beneficiary data is maintained by States based on scheme guidelines and implementation modalities. The details of beneficiaries of Jharsuguda and Bargarh Districts as reported by the Government of Odisha is attached as Annexure III. Utilisation Certificates in respect of funds released under Centrally Sponsored Schemes are required to be submitted by the State Governments in accordance with General Financial Rules (GFR) and scheme guidelines. In certain cases, delays in submission of Utilisation Certificates occur due to factors such as late receipt of reports from implementing agencies, reconciliation of expenditure with district-level authorities, pending audits and procedural requirements. The details of UCs for the Financial Year 2022-23 and 2023-24 from Odisha are at Annexure IV. UCs of 2024-25 will be required while release of funds in Financial Year 2026-27. The State has informed that during FY- 2023-24, Rs 129.2921 Cr was available as Central Share to PDMC, out of which Rs 63.93 Cr was spent in FY-2023-24. Inter component transfer of Rs 37.704 Cr was done to other State Linked Schemes (SLS) components of Pradhan Mantri- Rashtriya Krishi Vikas Yojana ( PM-RKVY) within the umbrella scheme as per Guidelines. The spill over amount of Rs 27.6581 Cr was spent during FY- 2024-25 under PDMC. Further, with regard to PKVY , the state has stated that Rs 30.88 lakh remained unutilized in FY 2023-24. The Department regularly monitors the accounts of the budget it provides under different heads from time to time to ensure optimal utilization of funds as well as to achieve intended outcome or benefits or objectives under the scheme and programmes.Annexure I Major schemes implemented by the Department of Agriculture and Farmers Welfare 1. These sanctioned projects have mobilized an investment of Rs 1,27,508 Crores in agriculture sector. Of which, Rs. 2382 Crores have been sanctioned for 4918 projects in Odisha. An amount of ₹236 Cr has been sanctioned for 783 projects in the district of Bargarh and an amount of ₹23.84 Cr has been sanctioned for 64 projects in the district of Jharsuguda 2 Pradhan Mantri Rs. 13,801.99 Cr. has been disbursed through 21 Kisan Samman instalments. Of this, Rs. 682.39 Cr was disbursed to 34, Nidhi (PM – Kisan ) 11,986 beneficiaries during the 21th instalment. During the FY 2022-23 to 2025-26, an amount of Rs 7792.98 Cr has been disbursed in the state of Odisha. Of this, an amount of Rs 340.81 Cr and Rs 72.04 Cr has been disbursed in the district of Bargarh and Jharsuguda, respectively. 3 Pradhan Mantri Since the inception of the scheme, over 24.94 lacs small Kisan Man Dhan and marginal farmers have joined the PM KMY scheme, Yojana 1,57,773 small and marginal farmers have joined in the state of Odisha. 4.
