4252. Shri Jagdambika Pal:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of various categories of financial assistance
provided to Project Implementation Agencies (PIAs) under the DeenDayalUpadhyayaGrameenKaushalyaYojana (DDU-GKY);
(b) the extent to which the scheme defines short-term and long- term skill development courses and whether course durations vary based on the sector or job role, if so, the details thereof;
(c) the extent to which DDU-GKY has contributed to sustainable livelihood generation for rural youth in the country particularly in the State of Uttar Pradesh;
(d) the specific impact of the scheme on the economic and social empowerment of rural women, particularly in rural Uttar Pradesh; and
(e) whether the Government proposes to scale up DDU-GKY centres and training capacity in aspirational districts in States like Uttar Pradesh and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN)
(a): DeenDayalUpadhyayaGrameenKaushalyaYojana (DDU-GKY) is a demand driven scheme and funds are released to the States on the basis of demands raised by them. Financial assistance provided to Project Implementation Agencies (PIAs) under DDU-GKY in the following 4 categories:
1st Installment 25%– Based on Sanction Order &MoU. 2nd Installment 25%– Based on completion of 20% training & Assessment Certification and 7% achievement of Placement Page 1 of 3benchmarks along with the Utilization of 60% funds of 1st Installment including other Financial Statements as per SOP.
3rd Installment 25%–Based on completion of 60% training & Assessment Certification and 25% achievement of Placement benchmarks cumulatively along with the Utilization of 90% funds of 1st & 2nd Installments including other Financial Statements as per SOP.
4th Installment 25%– Based on completion of 100% training & Assessment Certification and 70% achievement of Placement benchmarks cumulatively along with the submission of project closure report as per notification 08/2020 issued by MoRD including other Financial Statements as per SOP.
All payments to PIAs are made through the Public Financial Management System (PFMS) to ensure transparency and accountability.
(b): The duration of training under DDU-GKY should be between 576 hours and 2,304 hours. The trades/job roles are selected by the Project Implementing Agencies based on placement opportunities and as per approved of the respective State Governments.
Under DDU-GKY, training is typically offered in the following
durations:
3 months – 576 hours 6 months – 1,152 hours 9 months – 1,728 hours 12 months – 2,304 hours
Out of these courses are categorize as:
Short-term courses: 576 to 1,152 hours Long-term courses: 1,153 to 2,304 hours
(c) & (d): DDU-GKY is a placement-linked skill development program for rural poor youth in the age group of 15-35 years. It empowers the rural poor youth with employable skills and facilitates their participation in regular labour markets, thus Page 2 of 3providing them with jobs having regular monthly wages at or above the minimum wages. DDU-GKY guideline provides social inclusion of SC/ST (50%), Women (33%), and PwDs (5%).
The details of total youth and total women trained/placed under DDU-GKY since inception till July, 2025 is given as below:
