be pleased to state :
(a) whether number of small and medium textile units are functioning, lacks basic textile infrastructure
such as common processing centre, design lab and training institute and if so, the details thereof, State-
wise including Sonipat Parliamentary Constituency;
(b) whether the Government has formulated any plan to set up a textile park or an integrated textile hub
in this area;
(c) whether the Industries are constantly facing difficulties regarding supply of power, roads and raw
materials;
(d) whether the Government has conducted any survey to review the problems of local entrepreneurs;
and
(e) whether the Government has any proposal to announce special financial assistance or project to make
Sonipat a major textile cluster of North India in the near future and if so, the details thereof?

(a): For the development of Textile industry particularly small and medium units, as well as the
decentralized Powerloom Sector, the Ministry of Textiles through the Office of the Textile
Commissioner facilitates the provision of services such as Testing lab, training, awareness, design
development, troubleshooting, Powerloom sample Survey through 44 Integrated Textile and Apparel
Development Centres (ITADC) in major Powerloom Clusters across the country. Out of the 44 ITADCs,
one viz. ITADC (run by Northern India Textile Research Association (NITRA)) is located at Panipat,
Haryana.
(b) to (d): With a view to develop integrated large scale and modern industrial infrastructure
facility for entire value chain of the textile industry, the Government has finalized setting up of PM
Mega Integrated Textile Region and Apparel (PM MITRA) Parks at 7 sites viz. Tamil Nadu
(Virudhnagar), Telangana (Warangal), Gujarat (Navasari), Karnataka (Kalaburagi), Uttar Pradesh
(Lucknow), Madhya Pradesh (Dhar), and Maharashtra (Amravati) with an outlay of Rs. 4,445 cr. for a
period of seven years up to 2027-28. PM MITRA Parks offer the opportunity to create an Integrated
Textile Value Chain right from spinning, weaving, processing and printing to garment manufacturing,
accessories makers at one location reducing logistics and transactional cost. In addition, PM MITRA
Parks offer world class infrastructure at affordable cost and attractive water and power charges.In addition, under the Scheme for Integrated Textile Park (SITP), which was under
implementation upto 31.03.2021, and now has been subsumed under the umbrella Scheme of Textile
Cluster Development Scheme (TCDS) for completing ongoing projects only, 32 textile integrated
parks have been completed and 18 parks are at different stages of implementation.
(e): Government is implementing various schemes/initiatives throughout the country including in
Sonipat Lok Sabha Constituency to promote Indian textiles sector and enhance its competitiveness.
These include schemes/initiatives such as Production Linked Incentive (PLI) Scheme focusing on
MMF Fabric, MMF Apparel and Technical Textiles, National Technical Textiles Mission (NTTM)
focusing on Research Innovation & Development, Promotion and Market Development of Technical
textiles, SAMARTH – Scheme for Capacity Building in Textile Sector etc.
Currently, under the SAMARTH scheme, 26 implementing partners with 80 active training
centres are working in entry level training programmes and up/re-skilling training programmes in
the state of Haryana.
Government has also implemented Amended Technology Up-gradation Fund Scheme
(ATUFS) for modernisation of Textile Industry, and financial assistance amounting to Rs 18.85 cr. has
been provided to 39 textile units in Sonitpat district under the scheme.
Further, the Government of Haryana has notified Haryana Aatam Nirbhar Textile Policy,
2022-25. The objectives of this policy include attracting investment in the textile sector, generating
large scale employment opportunities and ensuring higher and sustainable growth across the entire
textile value chain.
