Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state:
(a) whether the Government proposes to form fish farmer producer organizations to ensure
financial support and inclusive growth of genuine fishing communities, if so, the details thereof;
(b) the budgetary allocation made/funds disbursed under the Matsya Shakti Project, State- wise;
(c) the details of such fish farmer producer organizations formed in the country including in West
Bengal; and
(d) the steps being taken by the Government for strengthening fisheries-based entrepreneurship
in West Bengal?

(a): The Pradhan Mantri Matsya Sampada Yojana (PMMSY) inter-alia provides financial
assistance for setting up of Fish Farmers Producer Organizations (FFPOs) to economically empower
the fishers and fish farmers and enhance their bargaining power. The Department of Fisheries,
Ministry of Fisheries, Animal Husbandry and Dairying during the last five years (FY2020-21 to FY
2024-25) has approved projects worth of Rs.544.86 crore for formation of 2195 FFPOs in the country
including 41 FFPOs in the State of West Bengal. This project is implemented through central
agencies namely the National Fisheries Development Board (NFDB), Small Farmers Agri-business
Consortium (SFAC), National Agricultural Cooperative Marketing Federation of India (NAFED) and
National Cooperative Development Corporation (NCDC). It is reported that so far a total 1990 Fish
Farmers Producer Organizations (FFPOs) have been formed in the country including 41 FFPOs in
the State of West Bengal.
(b): The Ministry of Minority Affairs has informed that under the flagship scheme namely Pradhan
Mantri Virasat Ka Samvardhan (PM VIKAS), the Indian Council of Agricultural Research(ICAR),
Central Marine Fisheries Research Institute (ICAR-CMFRI) has been allocated a target for training
690 beneficiaries. The targeted 690 beneficiaries includes training to 270 in non-traditional fisheries-
based skills such as 90 in Fish Hatchery Production, 180 in Cage Culture Fish Farming and 420
women are targeted for leadership and entrepreneurship development programmes, aimed at
enabling them to establish and manage their own enterprises. It is also reported that with a total
project outlay of approximately ₹56 lakh, this initiative stands as a strategic investment in the long-
term empowerment, livelihood resilience, and socioeconomic advancement of coastal minority
communities.(c): The State-wise details of the Fish Farmers Producer Organizations (FFPOs) formed in the
country including in the State of West Bengal under PMMSY are furnished at Annexure-I
(d): The Pradhan Mantri Matsya Sampada Yojana(PMMSY) inter-alia emphasizes for
strengthening of fisheries based entrepreneurship and provides financial assistance to fishers, fish
farmers and entrepreneurs for taking up various fisheries, aquaculture and post-harvest related
activities. The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying has
so far accorded approval to the proposals of Government of West Bengal for development of
fisheries and aquaculture including post-harvest infrastructure at a total cost of Rs.546.58 crore with
a central share of Rs.226.86 crore under PMMSY. The key activities approved under above said
projects include establishment of fish hatcheries, construction of biofloc ponds, ornamental fish
rearing units, establishment of Re-circulatory Aquaculture Systems, fish feed mills, ice plants/cold
storages, refrigerated/insulated vehicles, establishment of wholesale fish markets,
modernization/up-gradation of existing fishing harbours in the State.
