FLOOD MANAGEMENT PROGRAMME AND FLOOD FORECASTING INITIATIVES
6365. Ms KANGNA RANAUT:
Will the Minister of JAL SHAKTI be pleased to state:
(a) the outcomes of the Flood Management Programme and Flood Forecasting Initiatives at the national level
during the last five years;
(b) the details of the flood protection, erosion control and forecasting infrastructure created in Himachal Pradesh,
river-specific, district-wise; and
(c) the steps taken to strengthen early warning systems and disaster preparedness in flood and landslide-prone hill
regions?

(a) to (c) Flood management and anti-erosion schemes are formulated and implemented by concerned State
Governments as per their priority. The Union Government supplements the efforts of the States by providing
technical guidance and also promotional financial assistance for management of floods in critical areas
through a centrally Sponsored Scheme 'Flood Management and Border Areas Programme (FMBAP)'. Total
central assistance amounting to Rs. 8725.16 crore has been released under FMBAP Scheme to various states
upto March 2025 which includes Rs. 862.74 Crore for Himachal Pradesh. During last 5 years (2021-26), total
central assistance released under FMBAP is Rs. 1566.93 Crore, which includes Rs. 49.04 Crore for Himachal
Pradesh.
Total 431 flood management projects under Flood Management Programme (FMP) component of
FMBAP have been completed in various States which gave protection from flood to an area of around 5.13
Mha and protected a population of about 54.84 million from flood. In Himachal Pradesh six flood
management projects have been completed with central assistance under FMBAP, details of which is given
at Annexure.
Central Water Commission (CWC) maintains a network of 350 Flood Forecasting Stations (150 Inflow
Forecast Stations + 200 Level Forecast Stations) through out the country in consultation with State Govt./
Project Authorities. During last 5 years, 22 nos. of Flood Forecasting stations has been opened in the country.
Himachal Pradesh has 26 nos. of Hydrological Stations and one level flood forecasting station at Paonta
Sahib on river Yamuna in District Sirmour. CWC has developed basin wise flood forecasting model based on
rainfall-runoff mathematical modelling for 7 days advance flood forecast advisory for all the forecasting
stations in addition to the short-range flood forecasts with a lead time up to 24 hours.
National Disaster Management Authority (NDMA) has implemented “Common Alerting Protocol
(CAP)” based integrated alert system for dissemination of alerts pertaining to various disasters including
flood and land slide. NDMA has also implemented National Landslide Risk Mitigation Programme
(NLRMP) envisaging deployment of sensor-based systems, real-time hazard assessment, and effective
dissemination of alerts through integrated communication platforms across 15 landslide prone States
including Himachal Pradesh.
