Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) the number of workers trained or upskilled under Micro, Small and Medium Enterprises (MSMEs)
focused skill programmes during the last five years;
(b) the manner in which training curricula are aligned with emerging sectoral needs;
(c) whether placement outcomes and wage improvements are being tracked;
(d) if so, the details thereof, if not, the reasons therefor;
(e) the details of special initiatives targeting women, youth and traditional artisans; and
(f) the manner in which skilling efforts are coordinated with State Governments and industry
association?

(a) & (b): The Ministry of Micro Small and Medium Enterprises is implementing the Central Sector
Scheme, namely, Tool Rooms & Technical Institutions (TR & TI) and Technology Centre Systems
Programme (TCSP). A total of 18 Tool Rooms & Technical Institutions setup from 1967 to 1999 under
TR & TI scheme (generally known as Technology Centres) and 9 new Technology Centres (TCs)
established under the Technology Support System Programme across the country provide technology
support to industries and MSMEs in various sectors such as General Engineering, Forging & Foundry,
Electronics, Electrical Measuring Instruments, Fragrance & Flavour, Glass, Footwear, and Sports Goods
through the design and manufacture of tools, precision components, molds, dyes, jigs & fixtures, etc.
In addition to technological support, these TCs impart skill training to youth to create industry-
ready manpower, including emerging sector need based programmes like Robotics, EVs, digital services
etc. for MSMEs and undertake re-skilling of the existing industry workforce as per needs of industry &
artisans also.: 2 :

The Coir Board provides various skill training programme under the Scheme, “Coir Vikas Yojana-
Skill upgradation & Mahila Coir Yojana” through its training centres and field level establishments. The
training programmes include, Diploma Course in Coir Technology (NSQF Level-4), Certificate Course of
Coir Artisan in Coir Technology (NSQF Level-3), Training in manufacturing of Value Added Products
(VAP) and Training in Spinning.
Number of trainees trained under the Yojana during the last five years are given below:

(c) & (d): The primary objective of the training programmes of the Ministry is to enhance the skills
and employability of artisans, many of whom are self-employed or employed in industries. This Ministry
does not maintain data of placement outcomes and wage improvements.
(e) & (f): The Ministry is implementing various initiatives to improve the skills of the workforce
including women and young entrepreneurs in the Micro, Small and Medium Enterprises (MSME) sector.
The Ministry conducts various skilling and up-skilling training programmes through the schemes and
programmes viz PM Vishwakarma, Entrepreneurship and Skill Development Programme (ESDP), Prime
Minister Employment Generation Programme (PMEGP), Skill Upgradation and Mahila Coir Yojana,
SCST Hub, Assistance to Training Institutions (ATI) Scheme and training through Technology Centres
set up across the country. Ministry through its field formations like Development Facilitation Offices
(DFOs) and Technology Centres (TCs), located across the country, coordinate the skilling initiatives with
State Governments, industry associations and MSME clusters to strengthen employability and improve
job outcomes through a multi-stakeholder, industry-aligned approach.
