Parliament Question: Food parks and agro processing clusters in Uttar Pradesh

LAXMIKANT BAJPAYEE: Will the Minister of Food Processing Industries be pleased to state: (a) the details of food parks and agro processing clusters in Uttar Pradesh, district-wise, the status of infrastructure, funds allocated & spent for these parks in last three years; (b) whether it is a fact that no mega food park has been approved by Government under Pradhan Mantri Kisan Sampada Yojana (PMKSY) in Uttar Pradesh, if so, the reasons therefor; (c) the criteria for approving and opening a mega food park in a State; and (d) whether Government proposes to approve mega food parks in Uttar Pradesh? ANSWER THE MINISTER OF FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN) (a) to (d): A Statement is laid on the Table of the House. *****STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF RAJYA SABHA STARRED QUESTION NO. 370* FOR ANSWER ON 27TH MARCH, 2026 REGARDING “FOOD PARKS AND AGRO PROCESSING CLUSTERS IN UTTAR PRADESH”. (a) to (c): The Ministry of Food Processing Industries was implementing Mega Food Park (MFP) Scheme, a component scheme under the Pradhan Mantri Kisan Sampada Yojana (PMKSY), from 2008 to 31.03.2021. The scheme has been discontinued by the Government w.e.f. 01.04.2021 with provision for committed liabilities during 15th Finance Commission cycle for ongoing projects only. The main objective of the MFP is to create modern infrastructure for the food processing sector along the value chain from farm to market to reduce wastage of agricultural produce, enhance value addition, increase farmer’s income, and generate employment, including rural areas. The MFP Scheme adopts a cluster-based approach and provides for establishment of a Central Processing Centre (CPC) supported by Primary Processing Centres (PPCs) and collection centres, along with common infrastructure such as warehousing, cold storage, logistics facilities, quality control laboratories and packaging facilities. The scheme was demand driven and proposals were invited through Expression of Interest (EoI). The responsibility of execution, ownership and management of the Mega Food Park (MFP) vests with a Special Purpose Vehicle (SPV) / Implementing Agency (IA). At least 50 acres of land was required to be arranged by the SPV / Implementing agency (IA) for the Central Processing Centre of the Mega Food Park. The scheme envisages a capital grant @50% of the eligible project cost in general areas and @75% in difficult and hilly areas i.e. North East Region including Sikkim, J&K, Himachal Pradesh, Uttarakhand and ITDP notified areas of the States subject to a maximum of Rs. 50 Crore per project. Similarly, the Agro-Processing Cluster (APC) Scheme, a component scheme under the PMKSY, aims to develop modern infrastructure and common facilities for food processing industries in a cluster-based manner to encourage the setting up of food processing units and attract investment in the sector with the requirement of 10 acres of land. The scheme is demand driven and proposals were invited through Expression of Interest. The Scheme envisages a capital grant @ 35% of the eligible project cost subject to a maximum of Rs. 10.00 crore in General Areas; and @ 50% of the eligible project cost subject to a maximum of Rs. 10.00 crores in Difficult Areas as well as for projects of SC/ST, FPOs and SHGs. As on date, out of 41 sanctioned projects under MFP Scheme, no project has been approved or sanctioned in the State of Uttar Pradesh. This is primarily due to the non-receipt of eligible proposals in response to Expressions of Interest (EoI), as well as the cancellation of some approved projects owing to non-compliance with the provisions of the Mega Food Park Scheme guidelines. Detailed status of the APC projects sanctioned in the state of Uttar Pradesh from inception along with grants-in-aid released during last three years are at ANNEXURE.
