Parliament Question: Food Processing Cluster in Ujjain

GOVERNMENT OF INDIA MINISTRY OF FOOD PROCESSING INDUSTRIES LOK SABHA UNSTARRED QUESTION NO. 820 ANSWERED ON 23RD JULY 2026 FOOD PROCESSING CLUSTER IN UJJAIN 820. SHRI ANIL FIROJIYA: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) whether the Government proposes to set up a mega food park or food processing cluster in the Ujjain Lok Sabha Constituency and if so, the details thereof; (b) whether the Government has any plan to provide special incentives to processing industries for agricultural and horticultural produce in the Ujjain region and if so, the details thereof; (c) whether the Government would provide financial assistance for the setting up of cold storage and food processing units in Ujjain to ensure remunerative prices for farmers for their produce and if so, the details thereof; (d) whether the Government proposes to approve new projects in Ujjain Lok Sabha Constituency to promote micro and small food processing units and if so, the details thereof; and (e) whether the Government proposes to implement any special scheme for employment generation and development of agro-based industries in the Ujjain region through food processing industries and if so, the details thereof? ANSWER THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES (SHRI RAVNEET SINGH) (a) to (e): The Ministry does not set up any Agro Processing Cluster or Mega Food Park on its own. The Ministry of Food Processing Industries (MoFPI) has been implementing a Scheme for Creation of Infrastructure for Agro Processing Clusters (APC), a component scheme of the Pradhan Mantri Kisan Sampada Yojana (PMKSY) for development of modern infrastructure to encourage entrepreneurs to set up food processing units based on cluster approach in the country since 2017. The objective of the scheme is to reduce the loss of surplus produce and add value to the horticultural/ agricultural produce, resulting in increase of income of the farmers and create employment at the local level Under the scheme, financial assistance in the form of grants-in-aid/subsidy @ 35% of the eligible project cost is provided in General Areas and 50% of the eligible project cost in North Eastern States including Sikkim and difficult areasincluding Himalayan States (Himachal Pradesh, J&K & Uttarakhand), notified ITDP areas and Islands subject to a maximum of Rs.10.00 crore. The Mega Food Park scheme has been discontinued with effect from 01.04.2021. For setting up of food processing units in the country, Ministry of Food Processing Industries (MoFPI) has been implementing a Scheme for Creation/Expansion of Food Processing & Preservation Capacities (CEFPPC) under the Pradhan Mantri Kisan Sampada Yojana (PMKSY). Under the scheme, grants-in-aid @ 35% of the eligible project cost is provided in General Areas and 50% of the eligible project cost in North Eastern States including Sikkim and Difficult areas including Himalayan States (Himachal Pradesh, J&K & Uttarakhand), notified ITDP areas and Islands subject to a maximum of Rs.5.00 crore. Both the APC and CEFPPC schemes are demand-driven in nature and are not restricted to any specific State or district, and under these schemes, standalone cold storage units are not permitted. As on date, there is no project approved in Ujjain district in the State of Madhya Pradesh under APC or CEFPPC scheme. *****
