Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) the present status of food-processing units in the Baghpat Parliamentary Constituency in
Uttar Pradesh and the steps taken so far by the Government to establish an Agro-Processing
Cluster in the region;
(b) the details of the funds allocated to Uttar Pradesh and spent by the Union Government to
provide coldchain and primary processing facilities for value addition to local farmers,
particularly sugarcane, potato and horticulture growers, district-wise; and;
(c) whether the Ministry has launched any special incentive scheme to provide processing
infrastructure to Farmer Producer Organizations (FPOs) in Uttar Pradesh including
Baghpat and if so, the details thereof district-wise for the last three years including the
current year?

(a): Ministry of Food Processing Industries (MoFPI) has been incentivizing setting
up/expansion of food processing related infrastructure through its two Central Sector Schemes
namely Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) and Production Linked Incentive
Scheme for Food Processing Industry (PLISFPI). MoFPI is also implementing a Centrally
sponsored scheme namely PM Formalization of Micro Food Processing Enterprises (PMFME)
scheme.
Under PMKSY scheme, Ministry has approved 99 food processing projects/units with total
project cost of Rs. 1906 crore and approved grant-in-aid of Rs. 456 crore in the State of Uttar
Pradesh. No food processing project/unit has been approved in Baghpat Parliamentary
Constituency.
Under PLISFPI, Ministry has approved 27 food processing projects/units with total
committed investment of Rs. 1133.60 crore in the State of Uttar Pradesh. No food processing
project/unit has been approved in Baghpat Parliamentary Constituency.Under PMFME scheme, a total of 20,603 micro food processing enterprises has been
approved for credit linked subsidy in the State of Uttar Pradesh. Out of this 62 number of micro
food processing enterprises has been approved in Baghpat Parliamentary Constituency.
The Ministry of Food Processing Industries (MoFPI) has been implementing a Scheme for
Creation of Infrastructure for Agro Processing Clusters (APC), a component scheme of the
Pradhan Mantri Kisan Sampada Yojana (PMKSY) for development of modern infrastructure to
encourage entrepreneurs to set up food processing units based on cluster approach in the country
since 2017. Ministry does not set up any Agro Processing Clusters of its own. APC scheme is a
demand driven scheme. Applications under the scheme are invited online from the potential
investors / entrepreneurs against Expression of Interest (Eol) issued by the Ministry from time to
time. As on date, there is no approved project under APC scheme in the Baghpat Parliamentary
constituency in Uttar Pradesh.
(b): State/UT-wise allocation of funds are not made under Pradhan Mantri Kisan SAMPADA
Yojana (PMKSY) and Production Linked Incentive Scheme for Food Processing Industry
(PLISFPI). Under PM Formalization of Micro Food Processing Enterprises (PMFME) scheme, as
on 31.10.2025, Ministry has released the Centre share of funds of Rs. 510.97 Cr for implementation
of various components of scheme to the State of Uttar Pradesh.
(c): There is no special incentive scheme being implemented by Ministry to provide processing
infrastructure to Farmer Producer Organizations (FPOs) in Uttar Pradesh. However, Farmer
Producer Organizations (FPOs) are one of the eligible entities for availing assistance under
PMKSY, PLISFPI and PMFME scheme.
