Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) whether the Ministry has assessed the current utilisation levels of Union-supported schemes such as the Pradhan Mantri Kisan SAMPADA Yojana, the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PM-FME) scheme and the Production Linked Incentive (PLI) scheme in agro-climatic zones of Odisha particularly in districts with high surplus of paddy, fruits and marine products and if so, the details thereof;
(b) the number of food-processing units in Odisha that have received Central assistance during the last five years along with the details of approved cold-chain, primary processing, testing and value-addition infrastructure under Union schemes;
(c) whether the Ministry has identified reasons for Odisha’s low share of processed food exports despite significant output in rice, seafood and horticulture; and
(d) if so, the steps being considered to enhance technology adoption, R&D support and market linkages for MSMEs and start-ups in Odisha’s food-processing ecosystem in line with national export-oriented priorities? ANSWER THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES (SHRI RAVNEET SINGH)
(a) & (b): In order to ensure overall development of food processing sector, Ministry of Food Processing Industries (MoFPI) has been incentivizing setting up/expansion of related infrastructure through its two Central Sector Schemes namely Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) and Production Linked Incentive Scheme for Food Processing Industry (PLISFPI). Further, a Centrally sponsored PM Formalization of Micro Food Processing Enterprises (PMFME) scheme is also being implemented by MoFPI. All these three schemes are implemented across the country including agro-climatic zones of Odisha. The details of approved food processing units under the schemes implemented by MoFPI in the state of Odisha during since inception of the schemes is placed at Annexure.
In order to promote and popularize the Schemes, MoFPI regularly conducts review meetings with the Beneficiaries and other stakeholders. Awareness programmes, workshops, seminars are conducted at National, State and District levels to increase awareness of the Schemes and increase utilization level. Meetings with States/UTs and Banks are also held to improve the performance of PMFME Scheme.
As per the information provided by Marine Products Export Development Authority
(MPEDA), MPEDA provides assistance to seafood processing units across all states, including Odisha, for setting up of value addition units, automated machinery, cold chain systems, and handling units for live, chilled, dried, and ornamental fish as well as pre-processing, depuration centres, and new product development.
These schemes can be availed by seafood processors across all states, including Odisha, for establishing new units, expansion of value-added product capacity and productdiversification. Assistance released to Odisha, by MPEDA, during the last five years, is as

(c) & (d): As per MPEDA, Odisha’s seafood exports have shown a positive trend, with consistent growth in both quantity and value over the past decade. Export volumes have increased significantly, supported by rising production and expanding aquaculture activities, particularly in shrimp. Export quantity increased from 35,612 MT in 2015-16 to 92,169 MT in 2024-25, showing a strong long-term upward trend.
The state also maintains a consistently high unit value, indicating a strong share of premium, high-value species in its export basket. Export value more than doubled from ₹1,791 Cr to ₹4,668 Cr.
During April to October 2025 as per provisional data Odisha state exported marine products worth US$ 395.49 million by value and 0.63 Lakh MT by volume. Odisha’s %of share in total exports during April to October 2025 (provisional) is 5.94% by volume and 8.28% by US$ value. During April to October 2025 (provisional), Odisha’s exports increased by
14.41% by volume and 22.72% by US$ value.
Further, MoFPI provides subsidy/incentives to the eligible entities including startups and Micro, Small & Medium Enterprises (MSMEs) under schemes implemented by MoFPI.
These schemes aim towards creation of modern infrastructure with efficient supply chain management from farm gate to retail outlet which includes storage, transportation, creation of market linkages etc., thereby help in providing better returns to farmers and increasing the processing level and enhancing the export of the processed foods.
In order to promote use of technology in Food Processing Sector, MoFPI extends Grant-in-Aid to educational and research institutions including Council of Scientific & Industrial Research (CSIR) recognized Research and Development (R&D) units in private sector for related demand driven R&D projects through its R&D scheme under PMKSY.
In addition, National Institute of Food Technology, Entrepreneurship & Management
(NIFTEM) Kundli and NIFTEM, Thanjavur, under administrative control of MoFPI, are also engaged in R&D activities in the sector. Further, under the Incubation Component of PMFME Scheme, 1 Incubation centre has been approved and established in the state of Odisha for providing training in food processing sector and adoption of technology, as detailed below- Amount Sanctioned Name of the Host Institute Name of the District Rs in Cr College of Fisheries, Odisha University of Agriculture and Ganjam 1.85 Technology, MPEDA promotes technology adoption and product innovation in seafood value addition for MSMEs and start-ups through the Technology Development for Specific Value- Added Marine Products (TDSVMP) scheme. The scheme prioritises MSME units for financial assistance to adopt modern value-addition machinery and develop new value-added marine products. This support strengthens product development, enhances value addition efficiency and improves the export readiness of MSMEs in line with national export-oriented priorities.
