Parliament Question: Foreign Policy of India on J&K

GOVERNMENT OF INDIA MINISTRY OF EXTERNAL AFFAIRS LOK SABHA UNSTARRED QUESTION NO-1108 ANSWERED ON 24.07.2026 FOREIGN POLICY OF INDIA ON J&K 1108. SHRI JUGAL KISHORE Will the Minister of EXTERNAL AFFAIRS be pleased to state: (a) whether the Government is aware that local citizens of the Jammu region adjacent to the International Border are directly impacted due to cross-border activities and development related to regional security; (b) if so, the steps taken by the Government of India in recent years to raise issues of cross-border terrorism and ceasefire violations related to Jammu and Kashmir at various bilateral and international forums; (c) whether the Ministry of External Affairs has taken any special initiatives to effectively present India’s point of view regarding Jammu and Kashmir before the international community and to enhance global cooperation against cross-border terrorism; and 1(d) if so, the details thereof and the impact of the same on the security of the Jammu Parliamentary Constituency and on the interests of its citizens? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH) (a to d) The Government closely monitors all developments, including in our immediate neighbourhood, which can have a bearing on our national interest and continues to take all necessary measures to safeguard and strengthen national security. The Government has placed high emphasis on international cooperation in combating the menace of terrorism, including cross-border terrorism, across bilateral and multilateral fora. India has been consistently highlighting the impact of cross-border terrorism, with a particular focus on the Union Territory of Jammu and Kashmir, in all relevant platforms. In this regard, the Ministry has established Joint Working Groups on Counter- terrorism with 31 partner countries and participates in various multilateral groupings where such issues are regularly taken up. Following the terrorist attack in Pahalgam in April 2025, 7 Parliamentary 2delegations visited 33 countries around the world to present India’s perspectives on the menace of cross-border terrorism. The Government accords high priority to ensuring the safety, welfare, and development of all Indians, including those living in the border areas of the Jammu Region. **** 3
