FOREIGN POWER EQUIPMENT MANUFACTURERS IN POWER SECTOR
1843. SHRI SUDHEER GUPTA:
Will the Minister of POWER
be pleased to state:
(a) whether the Government has granted a two-year exemption to four foreign
power equipment manufacturers with production facilities in the country to
participate in Government power transmission tenders;
(b) if so, the details thereof along with the reasons therefor including the names
of these companies;
(c) whether the Government has taken any measures to ensure that national
security, supply chain resilience and procurement standards are not
compromised while permitting the participation of such firms, if so, the details
thereof; and
(d) the manner in which the said exemption is likely to help in the expansion of
India's electricity transmission network and support the country's growing
power infrastructure requirements?

(a) & (b): The Government has recently allowed following four entities, having
substantial ownership by entities from land border sharing countries, for
participation in the procurement bids for power projects for a period of two
years w.e.f. 24.06.2026, subject to such entities complying with the prescribed
domestic content requirements:
i. M/s TBEA Energy India Pvt. Ltd.
ii. M/s Nanjing Electric India Pvt. Ltd.
iii. M/s New Northeast Electric India Private Limited
iv. M/s Taikai Electric (India) Pvt. Ltd.

(c) & (d): The products manufactured at such India-based facilities are subject
to mandatory testing and certification as per Indian Standards by designated
certifying agencies. Adequate safeguards, including required compliance with
applicable cyber security standards and guidelines, are in place to address
national security concerns, while facilitating competitive procurement.
This would enhance competition, promote price stability, and address
supply constraints, while supporting the objectives of the Atmanirbhar Bharat
initiative.
