FUNCTIONAL HOUSEHOLD TAP CONNECTIONS IN KARNATAKA UNDER JAL
JEEVAN MISSION

Will the Minister of JAL SHAKTI be pleased to state:
(a) the details of funds released, physical progress achieved and number of Functional
Household Tap Connections (FHTCs) provided in Karnataka under the Jal Jeevan Mission
(Rural) since its inception in 2019, year-wise along with the total approved cost and the share
of the Union and State Governments including the funds released, utilised and pending State
matching share and any outstanding liabilities or unspent balances;
(b) the details of projects sanctioned under the National Rural Drinking Water Programme
(NRDWP) during 2009–19 in Karnataka including funds released, coverage achieved and the
reasons for delays, if any;
(c) whether the Government has accorded National Project status to any major irrigation project
in Karnataka and if so, the details thereof; and
(d) the details of National Project status to the Upper Krishna Project, Upper Bhadra Project or
any other major irrigation project in Karnataka along with the allocation of funds made for the
purpose?

(a) to (d) The Government of India, in partnership with States/UTs, implements the Jal Jeevan
Mission (JJM) to provide functional tap water connections to every rural household (at 55 lpcd,
BIS:10500 standard). As drinking water is a State subject, the primary responsibility for
planning, implementation, operation, and maintenance of these schemes lies with the respective
State/UT Governments. The Central Government offers essential technical and financial
assistance to support the states in this mission.
At the beginning of Jal Jeevan Mission in August 2019, around 24.51 lakh rural households
were reported to have tap water connections in Karnataka. Around 63.06 lakh additional rural
households have been provided with tap water connections under the mission. As on
Page 1 of 216.12.2025, around 87.57 lakh (86.44%) out of total 1,01,30,702 rural households have been
provided with tap water connections.
Union Cabinet had approved the implementation of the Jal Jeevan Mission for five years i.e.
from 2019-20 to 2023-24. During this period, the States/UTs were to complete planning,
approval and implementation of water supply schemes under the Mission. Releases to States
including Karnataka was made in consonance with ‘Just in Time’ principle and extant
instructions issued by Ministry of Finance from time to time so as to avoid undue parking of
fund in the State. Against a central allocation of Rs.28,623.89 Crore, the State of Karnataka
could draw only Rs.11,760.03 Crore during the mission period due to delay in submission of
proposals along with requisite documents as per the MoF and JJM guidelines. The Central
outlay as approved by the Union Cabinet has now been utilized. Further, State was clarified
that the Central funding was limited to the approved Mission period only and advised the State
to complete their ongoing works from their own resources.
As per the guideline of JJM, Scheme-wise fund is not provided. The details of fund allocated,
fund drawn by the State and reported expenditure under Jal Jeevan Mission to Karnataka are
as under:

Further, considering the progress achieved so far and ongoing works, Hon’ble Finance Minister
has announced extension of Jal Jeevan Mission till December 2028 with enhanced total outlay
through budget announcements 2025-26. Central grants-in-aid may be released to eligible
States only after getting approval from the competent authority for the extension of the Jal
Jeevan Mission with the enhanced outlay and following the issuance of the corresponding
guidelines.
