FUNCTIONING OF FTOS
6412. SHRI RAJIV PRATAP RUDY
Will the Minister of CIVIL AVIATION
be pleased to state:-
(a) the number of Directorate General of Civil Aviation (DGCA)-approved Flying Training
Organisations (FTOs) operating in the country along with their distribution under Union
Government, State Government and private sector ownership;
(b) the total number of students enrolled in these FTOs during the last five years;
(c) the number of students going abroad for flight training annually;
(d) the details of the DGCA's ranking framework for FTOs introduced to enhance safety and
training quality and the corrective mechanisms in place for FTOs receiving lower grades;
(e) the steps taken to ensure strict regulatory oversight including periodic audits, transparency
in training data on FTO websites and safeguards against non-compliance with safety and
operational standards; and
(f) whether the Government proposes to expand Flying Training Organisation capacity to
meet the rising demand for Commercial Pilot Licences (CPLs) in line with projected aviation
growth and if so, the details thereof?
ANSWER
Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar
Mohol)
a) At present, 41 Directorate General of Civil Aviation (DGCA) approved Flying Training
Organisations (FTOs) are operating at 63 flying bases in the country. The list of DGCA
approved FTOs is attached as Annexure-A.
b) Prior to commencement of ab-initio flying training, each student enrolled in FTOs is
issued Student Pilot License (SPL). The number of SPLs issued by DGCA approved FTOs in
last five Years are as under:

c) The number of CPL issued by DGCA to cadets trained in foreign FTOs for F.Y. 2025 is
615.d) DGCA has implemented ranking framework for FTOs operating under its approval w.e.f.
01st October, 2025 to enhance safety and training quality.
The FTOs falling under Category 'C' were issued notices along with scorecards and are
required to submit improvement plans, which are reviewed by DGCA.
e) DGCA conducts annual surveillance, safety audits, regulatory audits and spot checks of
FTOs to ensure strict regulatory oversight.
FTOs are also mandated to publish key operational and training details on their websites such
as training fleets, airfield information, details of examiner and instructors, financial assistance
rendered to students, fee details etc.
f) The Government is committed towards development of ecosystem of Flying Training
Organisation in the country.
